Show HBOCO IS GIVEN ONE HOHECHANCE MUST RELEASE CAPTURED SOL DIERS AND REPUDIATE ATTACK OP TROOPS. Failure to Comply With Demands o Government It is Understood Will Precipitate War With the United States. Washington. A demand for th' Immediate release of the Amerlcai troopers taken prisoner at Carrizal coupled with a stern notification tha the United States expects an earl: statement of the purposes of the Car ranza government, was telegraphed ti Mexico City Sunday by Secretar: Lansing. Failure to comply with tin demand undoubtedly would result ii the gravest consequences. The note discloses that the state de partment had received a comraunica tion from the de facto governmen stating that the Carrizal fight was tin direct result of orders to attack Amer lean soldiers moving otherwise thai toward the border, personally issuet by General Carranza to General Tre vino and by the latter communicatee to General Pershing. In reply Secretary Lansing require: that the de facto government transmi a definite statement "as to the cours of action It has determined upon' through the usual diplomatic channels "and not through subordinate mllttar; officers." The Mexican communication is con Btrued, Secretary Lansing states, "a: a formal avowal of deliberately hos tile action against the forces of th United States now in Mexico, and o the purpose to attack without provo cation whenever they move from theii present position," despite the friendlj mission on which they are engaged and which is reaffirmed in the Amer lean rejoinder. General Carranza is required tc place himself on record formally, and the plain intimation lies behind the restrained language of Mr. Lanslng'f communication that force will be mei with force. Apparently, however, tht Washington government is determined that the de facto government shall not evade responsibility before the world if war is forced upon the United States. |
