He proposes that a tax shall be imposed so light as not to be felt by tbe users of tobacco, but every puff of smoke from burning tobacco will represent a part of a system of highways. Tbe plan contemplates trunk lines connecting the capitals of tbe different states with tbe national capital at Washington and with earn other and running to the different national parks. The cost of construction Is to be psid out of a tax similar to that of 1879 on tobacco. It Is calculated that the tax will raise fNO.Ooo.ooo a year, or more than twice tbe amount of Internal In-ternal revenue now collected. |
