Show POSTAL CARDS CARRY TWO CENTSPOSTAGE Order No. 755. Offlco of tho Postmaster General, Washington, D. C, Oct. 3, 1917. Sections 399, 400 and 402, Postal Laws and Regulations, nro amended to read as follows, effective Nov. 2, 1917: 399 Upon all matter of tho first class postago shall bo charged at tho rato of three conts for each ounce or fraction thereof; and drop letters shall bo mailed at tho rato of two conts por ounco or fraction thereof, Including delivery at letter-carrier offlcos. 400 Postal cards shall bo transmitted trans-mitted through tho malls at a postage post-age chargo of two cents each, Including Includ-ing tho cost of manufacture. 402 It shall bo lawful to transmit trans-mit by mall, at tho postago rato of two conts apleco, payablo by stamps to bo affixed by tho sondor, and undor such regulations ns tho Postmaster Post-master General may proscrlbo, writ-ton writ-ton messages on private mailing cards, such cards to bo sont oponly In the malls, to bo no larger than tho size flxod by tho Convention of tho Universal Postal Union, and to bo approximately of tho same form, quality nnd wolght as tho stamped postal card now in general nao in tho United States.
