Emperor William today issued the following proclamation proclama-tion to tho German peoples: "Thrco years of hard fighting nro behind us. With grief wo romember our dead, with pride our soldiers, now fighting, with confidence all our workers and with a heavy heart those who aro languishing in captivity, but abovo nil our thoughts stand resolute reso-lute in tho determination to proso-cuto proso-cuto this righteous war of defense to a successful termination.
