"Every man for himself," was the spirit of tho times. Business was built upon tho prlnclplo of competition. compe-tition. Men climbed to success over the prostrate bodies bf their rivals. This spirit was good In many ways, but It was too often cruel and wasteful. waste-ful. "Co-operation" Is tho watch word of tho present era. We aro loarnlng that no man, not evon a hermit, can live to himself alone. Every act that a man does affects his fellow men for good or evil, as, a pebblo dropped Into a pool Is felt nt tho farthcrc3t shore. It Is equally truo that each Individual Indi-vidual Is affected by tho acts of others. The prosperity and liappii nesa of each Is largely dependent on the conduct and wclfaro of all others. Personal high moral conduct and obedleuco to law does not protect ono from tho Immorality nnd lawlessness of his neighbors. Tho only safety for tho Individual lies In universal law and order. This truth has special significance when applied to tho question of health. Health Is largely a matter of community and state control. The belief that a person, merely by personal per-sonal cleanliness and rational living, could safeguard his health has been shown countless times to bo only partially true. Tho neglect of your community to provide safe drinking water or a sewer, the unsanitary condition con-dition of your neighbor's outhou30 or corral, or tho failuro to enforco "quarantlno may multiply all your precautions. The carelessness or Inefficiency In-efficiency of health officers and sanitary sani-tary inspectors, or tho failuro of tho courts to Impose proper penalties for tho violation of health laws, or tho false economy which refuses to provide pro-vide salaries and expenses for health protection may expose tho entire community com-munity or state to a serious epidemic. Tho unwillingness of a legislature to lnako adequate appropriations for the Stato Board of Health may make Ineffectual the whole body of health laws and regulations and endangor the health and genoral welfare of every resident ot the state. |
