Whereas, there Is an Immediate and pressing need of raising funds for increasing, improving, enlarging, extending, perfecting, and adding to the present water supply and water works system In said town, for the purpose of more adequately supplying supply-ing and distributing water to the inhabitants in-habitants of said town, said system and said water to be held and controlled con-trolled by said municipality.
