W., havo closed twonty-slx of tho larger mills In theso states out of a total of flfty-sovon. "Tho mills aro closing down rapidly," rapid-ly," said Baxter. "It will not bo long'before practically nil of them aro closed If tho I. W. W. agitation lasts.
