That any person who wilfully wil-fully or carelessly ob&tructs or In Jures any public street or alley by causing or permitting the flow ot seepage water thereon; or, wlio wilfully wil-fully or carelessly permits water under un-der his control to escapo In any manner man-ner ,so ns to Injuro any public street or alley; or, any person who shall wilfully or carelessly place nnd leave or cause to bo placed or left any log, timber, stone, or other material or any machinery, wagon, or other vohlclo upon . any public street of Logan City, in such n way ns to ob-struct ob-struct tho travel, or Impair the uso of such street, or to endnnger per-sons per-sons passing or property upon such street, shall bo deemed guilty of a misdemeanor. Sec. 2.
