ITALIAN SOCIALISTS FAVOR NEUTRALITY 1 Paris, Sept. 7. A dispatch to the Havas Agency from Rome says that members of tho Italian Socialist Reform Re-form party met in Rome last night and adopted resolutions approving the declaration of Italian neutrality in the present war. The meeting recorded Its opinion that the victory of the triple entente, Great Britain, France and Russia, would not only aid universal disarmament disarm-ament hut at the same time open tho way to an exchange of, national opinions opin-ions and l)elp the proletariat both socially and economically. It declared declar-ed also that the victory of the entente powers would assure Italy's predominance predom-inance over Austria Hungary In Balkan Bal-kan matters.
