O) H S., was convened In Paris under tho I direction of tho temporary commit- tco ot tho American Legion which has been formed In France. m On May 8, 9 and 10 a caucus ot inoro than 1500 olTlccrs and men, representing each state In tho Unlt- ed States was convened In St. Louis I nnd thore performed tho same func- lions as tho Paris caucus for the men who were retained In and had returned to America. m As a result of this caucus In St. Louis a plan of organization was M adopted which provides for tho call ca-ll (abllshment ot state organizations, V and retains in offlco tho temporary gJJ stato officers and executive comnilt- A tee. By virtue ot the authority thus l Invested this call is Issued. All porsons who were In tho mill-I mill-I tary or naval service of tho UjnRed a States during tho period between I April 6, 1917 and November 11, 1918 both dates inclusive, and all persons Jr who served In the military or naval TC" service ot any of tho governments, m associated with the United 'States 9 ..during tho world war, 'provided that 9 they wcro citizens at tho tlrao of M their enlistment, except those per- m eons separated from the service un der terms, amounting to dishonorable discharge, and except also those persons per-sons who refused to perform their military duties on the ground of conscientious con-scientious or political objection, are urged to attend the State Caucus to bo held In Salt Lake City, Juno f,h and Eth in tho tabernacle, beginning at, 2:30 on tho afternoon of tho 4th. -It Is suggested by the executive committee, com-mittee, In order to provide for representation rep-resentation for every county in the state, that voting be by counties and jfl that each county shall havo threo 9 votes for every one hundred men who entered tho scrvico from that coun- ; ty. Every man cllglblo for member- ship in tho American Legion shall have a voico in the Caucus. M ., W The duties of tho Caucus will bo to hear the action taken by the St. Louis caucus and determine our course thereundbrj to appoint temporary tem-porary State o Ulcers and an executlvo committee, to act until the Stato Convention Con-vention of tho American Legion, which wilt bo held In, October, and which said comniltteo shall have authority to Incorporate tho Amort-can Amort-can Legion in the stato ot Utah to Issue charters to posts having fifteen or more applicants; to provide for a convention to bo held In October whoroby all officers and enlisted men cllglblo to membership in tho Legion will participate In tho election of representatives re-presentatives to a National convention conven-tion to bo convened on November: 11th at Minneapolis ;to hear and determine de-termine matters presented by tho Utah Soldier Settlement Commission; to pass upon other Important questions ques-tions effecting Americanism, nnd to perform such other duties as may properly como beforo It.
