Show REPUBLICANS TO AT LAST INSIST ON A BUDGET PLAN For the First Time in History His-tory of Congress Businesslike Busi-nesslike Scheme to Prevail WASHINGTON, July 11. For the first time In the history of Congress tho question of establishing a system sys-tem of coordination and unification of estimates of appropriations for thp nnnual departmental needs Is to bo given serious consideration. It Is dllllcult to recall anothed subject about which thcro has been so much talk and so ltttlo action over a long spaa of years as the budget question. Dills havo been Introduced in both houses of Congress providing for tho. establishment of a budget bureau bur-eau and they will shortly bo brought up for consideration in committee. MKICCT ACTION FAVORED In tho House, tho budget bill has been roferred to the commlttoo on appropriations but Chairman Volsted of tho Judiciary committee has made an Informal request that this proposed pro-posed legislation be refericd to his committee for consideration and this will probably bo done. It Is being urged by somo members that tho quostlon should bo finally referred to a commission which would study tho budget systems of other governments govern-ments and then report Its recommendations recommen-dations to congress. Much sentiment however favors direct action upon the question by tho present session of Congress and this is tho sentiment senti-ment of Mr. Volstead who feels that the Judiciary committee, composed entirely of men trained in legal affairs af-fairs could devise a sultablo budget system within a comparatively short tlmo. |
