Welling Not Needed. r - The Journal seems to think that Congressman Welling Wel-ling was not needed when Congress was voting on appropriation approp-riation and tax bills running into the millions, and could just as well as not take a trip to Europe. Perhaps the Journal is right, as there were enough Republicans on the I job to see that these important hills are cared for. Wei- I ling may not have been needed. I . If Welling is 're-elected he will vote for Champ Clark I for Speaker. Speaker Clark voted against the war and I ' declared that "conscripts were about the same, as con- I A victs." He also will vote for Dent and Kitchin at the head I of the most important committees in Congress, both of 1 - whom have been lamentable spectacles in the prosecution WL of the war. Likewise he would vote to maintain the su- m premacy of the "solid south." H ' If a free trade treaty were agreed to by President ft Wilson and our allies, Mr. Welling would vote to ratify H . it, as that is in record with his 'political belief.
