Show The Journal's assumption that the franchise granted Mr. Mahler Is "Invalid" "In-valid" because parliamentary law may not have been observed In its passage is too ridiculous to produce a laugh-it laugh-it demands sympathy. The distinguished disting-uished and learned editor must have been indulging in a pipe dream when he penned that column effusion. Parliamentary Par-liamentary law Is simply a method of procccdure designed to facilitate business, and not to obstruct Its rapid transaction as the opposition seemed to think. However, parliamentary law Is not in any sense connected with civil law and though the council had deliberately disregarded every parliamentary parlia-mentary law In existence In order to secure the passage of that ordinance, the ordinance could not be Invalid on that account. |
