OCR Text	Show Mora Men For the Ny. The naval appropriation bill has been takcu up by tho House committee on naval affairs. Itcar-Admlral Tay-lor, Tay-lor, chief of the Bureau of Navigation, recommends that 3000 additional enlisted en-listed men be provided for, this number num-ber being necessary to rann tho new naval ships. On account of the new system or target practice Invented by Lieutenant Sims, the proficiency ot the men behind the guns has been greatly Increased during the past year. The system gives practice equivalent to 2000-yard shots ror a cost or six cents each.
