Hayball Shows Present Condition of City Treasury and Recommends Tax Levy For Year At tho regular Tuesday nlgnt meeting of the city commissioners this week, Mayor H. G. Hayball mado tho following report on the finances fi-nances of Logan City which was received re-ceived and orders tiled: July 21, 1913 Honorable Board of City Commissioners, Commis-sioners, Logan City, Utah. Gentlemen: I herewith submit for your consideration consid-eration tho following report of tno finances of Logan City: Tho total assessment of tho city of Logan for tho year 1913 Is $2,54G,GU7. A 15 mill levy will net Logan C'ty, after deducting cost fit collection etc. approximately $33,000. Our Indebtedness Indebted-ness to dato Is: Bonds Electric Light Plant $05,000.00 Electric Light Plant Completion 12,000.00 Logan City Refunding Bonds 45,000.00 Hofunding Water Works Bonds 40,000.00 Bonding capacity, present Assessment (8 percent) $203,725.00 Our net bonding capacity thoreforo appears to bo .$41,725.00 but as certain other Indebtedness f tho city must he taken Into consideration consid-eration In determining tho bond llm't, $30,000 Is n conservative flguro as to tho net bonding capacity of Logan city. I would recommend thnt the samo levy as thnt for laBt year bo made, nnmely 15 mills, apportioned as follows: fol-lows: 5 mills to defray contingent cNpenses 5 mills to open, repair and Improve streets and sidewalks. 2Vj mills to construct water works. 3-10 millg for sinking fund. 2 10 mills for improvement of electric light plant. 2 mills for sower district No. 1. In regard to Commissioner Llnd-qulst's Llnd-qulst's report relativo to improving tho water conditions of Logan City will say that 1 bcllovo tho better way beforo levying the 7 mill tax for tho year 1913 to provide menus to extend tho Intake to tho DoWItt Springs, would be to submit tho matter to tho tax payers In an election to bo hold In February 1914 nnd ascortaCn whether whe-ther or not they would vote n bond Issue for tho purposo of making tho proposed improvement.
