In Congress, Senators and representatives of more or less capacity ca-pacity have wrestled with the knotty problems presented by the Idea, and columns of good newspaper and magazine mag-azine space have Lccn devoted to more or less learned discussion of the merits of the proposal to grant nubsldlcs to the U.
