For somo time past there has been an exchange of correspondence between the governments, govern-ments, parties to the treaty of Ucrlln, respecting a choice of a successor to the late King Malletoa, and somo friction fric-tion developed owlug to tho strict adherence of tho United States government to the termsof tho treaty. The statements in the dispatch from Apia aro not regarded hero as conclusive con-clusive for the reason that they are In conflict with the provisions of the treaty. If, as reported, Ilafael, the president ot the municipal council at Apia, and tho German, consul, Roso, have seized the supromo court, and pronounced themselves practical dictators, it Is said they have violated tho treaty absolutely. |
