Show Blaine Kay to address C of C , ' i r. IW tmmath - Hi --- - - - : Sugar Loaf Cafe. Kay will be discussing the completion of 1-15, billboard and publicity items and state policies affecting af-fecting the southwestern part of Utah. Kay began his transportation career as a transit man for the State Department Depart-ment of Highways, being promoted to engineer and eventually State Highway Engineer.
