It Is stated at tho war depattment that so far as Investigated, it nppears that the alleged al-leged outrage wns perpetrated by a native na-tive oll'cers whllo Colonel Howseo wns absent nftcr hostile Filipinos. Tho matter has been brought to the attention atten-tion of Colonel Howsee, and a partial reply made that an Investigation at the time showed that only one native had died, and that his death was not due to Ill-treatment, but to diabetes.
