Is at present ln Utah making a sort of preliminary tlsit and organising local forces for the purpose pur-pose of beginning active work In locating lo-cating sites for reertolrs to be constructed con-structed under the protlslons of the new Irrigation law. While the work la merely ln Its lnclplency ns yet, nevertheless Mr. Newell has some well-defined well-defined Ideas of the proper course to pursue. Upon one point especially Mr. Newell is positive and outspoken, and that Is, that the water-users, who will bo the prospective beneficiaries under any resertolr that la proposed, must stand ready to guarantee that the excess ex-cess of water to bo stored will bo put to beneficial use on land, nnd that the cost rrlce of the resertolr will be paid back to the National Government within with-in ten years. This will necessitate unity and co-operation of the water-users water-users It Is well that this point be thoroughly considered by the people of Utah and Idaho. It will undoubtedly be the policy of the Department of the Interior to first aid existing Irrigation dlttilcts by tho construction of rcservolis to conserve the waters of streams now ln uso, rather than to begin on the million-dollar million-dollar propositions that may be Intended Intend-ed to reclaim largo tracts of land for homesteaders This being true, It behooves be-hooves the peoplo of each community In Utah to get together and determine how much additional tvater might be beneficially used In their districts and to organize In such manrer as to be able to make a contract with the Government, Gov-ernment, ngreelng to repay In ten annual an-nual Installments the cost of any reservoir reser-voir that may "dc constructed. After such reimbursement the resertolr will be turned oter to the water-users and becomes their property. Mr Newell s tlews aro quite freely stated In an Interview published el-e-vhere In this issue. It only remains now for the peoplo to get together and formulate their needs, so that the locating lo-cating officers may moke the proper recommendations to tho Secretary of the Interior. One fact must be borno In mind, nnd that Is that perfect organization or-ganization nnd harmony must exist before be-fore Governmental nld will bo extended. extend-ed. Utah people should act promptly nnd Intelligently, to the end thnt our State may be among the first to enjoy the benefits of this munincent measure. |
