Show SOUTHEASTERN EUROPE. The reason Turkey has been permitted to so long own the fairest region of Europe is that the so-called great powers could not agree upon a partition of the territory which has so long been under the rule of tyranny and cruelty. The wisest wis-est thing they could how do would be to agieo upon a government for those turbulent states backed by their power; a government with the means to preserve order and to inaugurate progress prog-ress and then give the Sultan notice to get out of Europe, and to force him to go. In considering the matter it must be kept In mind that the so-called Christian people In those states are as base and lawless and cruel as the Turks themselves. Were the Turk driven out and were those wretches left to themselves they would in a, month show their utter unfitness for self-government and before three monthB there would be the same murderous cruelty displayed as is being displayed thero now. 'iney would probably begin upon the Jews; then upon the Turks left in their country and when all other means were exhausted they would be fighting among themselves. The action of the Servian assassins who recently murdered their King and Queen shows what all that region Is peopled with. Sometimes a sick man recovering from paralysis is forced to learn again like ft baby to walk. The paralysis of centuries Is upon those distressed states and there is no remedy except for the people to learn anew to walk in the path of order and under the guidance of law. The men of Macedonia, who are clamoring for relief from Turkish rule, could thdlr prayer be atiswered and could they be given control, would witbln a month be pertrating more cruelty than the Turks ever have. Civilization long ago built her temples there and then passed away leaving only the lees In the cup from which all good had evaporated. Those lees are being stirred now by the germs of ages of vice, and when those wretches cry out for freedom, what they really want is license to prey upon their own country. What they really need is to be held in subjection by some power strong enough to compel order; then the next duty would be to fill that region with schools and make education compulsory; then modern machinery and implements should be introduced; roads should be built to make convenient market for products and to serve as a defense against banditti, and the grasp should be firmly held until un-til the present generation of adults could by age and disease be pushed aside and a new generation with new thoughts, hopes and purposes were ready to succeed the old crowd. It is more difficult diffi-cult to restore an exhausted people than with fresh blood to subdue and people a wilderness. What that region needs is restoration and It Is a work so gigantic that were Grea,t Britain, France, Germany, Austria and Russia to agree to frame, establish and maintain a government of progress to cover those revolutionary states, it would be a drain upon them all to carry out the programme. Still it is time. The wholesale murder of women and children and of peasants in their sheds should cease. The blood of the Innocent there has been crying from the ground for centuries and it should ' cease. Thus far the movement of civilization has been from the east to the west. In Europe it Is time that the movement should be reversed, and carried forward with a power not to bo resisted, The nations quarantine infected cities and bring H all the known rules of sanitation to bear to stamp B out the pestilence. Southeastern -Europe needs a B moral quarantine and a)L the known rules to de- B stroy vice and crime and ignorance, should be put B in force there. fl |
