Show t Rubys Inn, outside of Bryce Canyon National Park, is getting ready for the summer tourist season by remodeling remodel-ing their front desk and office - adding new carpeting ' PANGUITCH - Commissioners Commis-sioners Maloy Dodds, Clare Ramsay and Dell LeFevre were all present in Panguitch for the 9 a.m. Feb. 14 meeting of the Garfield County Commission. ClerkAuditor Camille Moore and Attorney Wallace Lee were also in attendance. Also in attendance were elected officials and department heads Assessor Joe Thompson, Sheriff Than Cooper, Jail Commander Mel Miller, Recorder Les Barker, Extension Agent Kevin Heaton, Treasurer Judy Henrie and Building Inspector Jim Johnson. Adoption of the Agenda A motion was made and passed all in favor to adopt the agenda as outlined. Approval of Minutes A motion was made and passed all in favor to approve the minutes of Jan. 24. Public Works Business Equipment Purchase: Coun-ty Coun-ty Engineer Brian Bremner gave the commission the details of a proposed truck purchase. The cost of the truck would be $50,000 with approximately 800,000 miles. Bremner informed the commission that a transport truck in the equipment budget for the 2005 fiscal year. After review of the proposal, it was determined that there would be no truck purchase at this time. A grader has been ordered and should be delivered in the next few weeks. The cost of the grader will be approximately $130,000 and is included in the 2005 budget. Panguitch Dumpster Relocation: After discussion, the commission instructed Bremner to proceed with relocating relo-cating the Panguitch area dump-sters. dump-sters. The site will be prepared and the dumpsters moved as soon as the weather allows. Building Inspection Fees Building Inspector Jim Johnson presented fee comparisons compar-isons for other jurisdictions in southern Utah. There was discussion dis-cussion regarding the current fee schedule - for Garfield County. After review of the proposed pro-posed schedules prepared by Johnson, a motion was made and voting was unanimous to adopt a new fee schedule effective effec-tive April 1, 2005. The beginning begin-ning fee would be $25 for a $1,000 project and increasing to $8.50 per $1,000. Public Land Issues The Kane County Commission participated in the discussion via telephone. Mark Walsh made a presentation regarding the Rural Counties Alliance. Walsh outlined several sever-al public land issues that could be addressed by the organization, organiza-tion, the first priority would be PILT funding. The funding request from the Rural Counties Alliance would be $7,500 per county. State Division of Wildlife Resources PILT Payment Doug Messerly presented the commission with the 2005 PILT payment from the State Division of Wildlife Resources in the amount of $302.03. There was a discussion with Messerly regarding wildlife issues in the county. Tax Roll Information Requests Recorder Les Barker, Assessor Joe Thompson and Treasurer Judy Henrie were present to discuss the requests being received by the county offices for tax roll information. A policy needs to be established regarding the release and format of tax roll information. After discussion a motion was made and voting unanimous to prohibit pro-hibit the distribution of tax roll information other than individual individ-ual research until a policy can be adopted governing that distribution. distri-bution. After discussion, a motion was made and voting unanimous unani-mous to approve the lease and give Commissioner Ramsay authority to sign the lease documents. docu-ments. There was discussion regarding regard-ing the contracting of airport leases to assist with snow removal in exchange for service from airport employees. It was determined that there would be liability issues and conflict of interest for the airport employees. employ-ees. The commission directed Airport Manager Greg Pollock not to proceed with an arrangement arrange-ment for snow removal with airport air-port tenants. Board Appointments Garfield County Council on Aging a motion was made and voting unanimous to appoint Clem Griffin to the Garfield County Council on Aging to replace Max Porter. Baseball Tournament Funding Request After discussion, a motion was made and voting unanimous unani-mous to approve sponsorship of the Pacific Northwest Baseball Tournament to beheld in Panguitch in August of this year in the amount of $500. National Incident Management System Resolution The Resolution will be addressed during the Feb. 28 and sprucing up with renovations. Motels, restaurants and stores all over the county are also getting ready, with the warmer days and spring-like weather. Garfield County Commission Meets meeting after Sheriff Cooper has had an opportunity to review the language. Ruby's Inn Incorporation Request After review of the request from Ruby's Inn for a feasibility study regarding ' incorporation and investigation of the sales tax impact on the county, it was determined that incorporation would not be in the best interest of the citizens of Garfield County. The commission instructed Attorney Wallace Lee to prepare a letter responding to Ruby's Inn request. UCIP Interlocal Agreement and Resolution After review of the agreement, agree-ment, a motion was made and voting was unanimous to adopt Resolution 2005-3 and give Commissioner Maloy Dodds authority to sign the interlocal agreement documents. Sheriff's Office Business Sheriff Than Cooper was present to discuss issues regarding regard-ing grant funding for Sheriff's Office equipment and services. Panguitch CityGarfield County Work Meeting Present: Mayor Janet Oldham, Councilman Art Cooper, Councilman Leland Pollock, Councilman Denny Orton, Councilman John Orton and City Manager Allen Henrie. Flood Control: There was discussion regarding potential flooding issues in the Panguitch area. The Panguitch Creek channel needs to be cleaned and the debris removed to prevent flood damage during the spring runoff. The commission will instruct Road Supervisor Brian Bremner to work with the city to clean the channel as soon as the weather permits and the ground , is worked. Solid Waste Disposal: There was a discussion regarding the relocation of the Panguitch Collection site. The site will be prepared and the boxes moved as soon as the ground condition permits. There was discussion regarding regard-ing the institution of a county-wide county-wide landfill fee and the city's participation in the collection of that fee. FairgroundsCanvon Country Complex: Attorney Lee provided provid-ed a memorandum answering questions regarding laws and regulations for selling and serving serv-ing beer at events in the Triple C Arena and other citycounty facilities at the fair ground. A joint session was scheduled for the next commission meeting meet-ing Feb. 28. Meeting Adjourned The meeting was adjourned at 6: 15 p.m. |
