Show iGarfield County Commissioners Meet ; We continue with our report on " the Garfield County Commission ; meeting of Mar. 12. .Ticaboo Planning & Zoning Commissioner Clare Ramsay asked if the other commissioners had heard anything from Wallace .1 1 X-ee or Jeanie Henrie on Ticaboo. Ramsay reported that a committee ' ..or organization was set up in - ; Ticaboo asking those who want to , make improvements or move trailer ; , homes in run it through them ! before it is allowed. , Ramsay said Daryl Winters yvith U.S. Energy is on the p p ommittee which has three or four ' ' people who have formed a city ' ' planning and zoning group and they ' want to have more say. We want , to know more before we approved it .'whether they were on legal grounds , to do it. Ramsay said he would have a copy of the letter sent to the county's planning and zoning ' committee. He said they are asking i to sanction what they were doing. ' There will be further discussion on ' this issue. SUPAC Meeting Ramsay also reported that at the SUPAC meeting in St. George hehad visited at length with Dave Terry. There might be a possibility for Garfield County Commissioners ' to meet with Interior Secretary Gale - Norton while she is in Utah rather than having to make a trip to ; Washington, D.C. They have invited her to a meeting of the Western States Public Pub-lic Lands Commission at Rubys ' Inn in July and if she accepts it I might be a good opportunity for a i ( brief visit, Ramsay said. 'Ticaboo - Old Schoolhouse Commissioner Dodds recalled he ; had a message on his phone re-'i re-'i 'garding the old school house in , .Ticaboo. ClerkAuditor Camille , Moore reminded the commission that the LDS church is working on t an appraisal of that facility for possible purchase and will be getting back to Garfield County on .that. Public Works -, Shooting Range Garfield County Engineer Brian .Bremner asked which commissioner i .was sitting on the Special Service District and learned it is Dodds. Bremner reported to Dodds on , the application for Bureau of Land , .Management property for a local rifle range on the Panguitch Lake ! ..load through the Recreation and j Public Purpose Program. He said J , the BLM had to make an ad-! ad-! vjustment in the boundary because of two archaeological sites, so there is j .now 60 acres in the parcel. Some i , corners have been put in on the i parcel and the county needs to build a fence and take care of a couple of - Jrash piles by the highway. Other-,. Other-,. ,wise, the process has been comple-., comple-., ted and the BLM is preparing doc- umentation to transfer ownership of : .'the land to the county. I . . Bremner reminded the com- j missioners that if there is a project for public good or a recreation and public purpose project, the county ,can get ground through the BLM up ..,to 3,600 acres a year that actually . gets turned over to the county. ( He said it was through that J ' process that the county obtained j : land for the Public Safety Facility ' (jail) in Panguitch, for the County Road Shed in Tropic and for several 1 " other things. The land sought for must be primarily outside the mon-' mon-' timent which makes it hard for the "" EscalanteBoulder area. There are a I 'few pieces around Escalante iden-! iden-! tified if the right purpose and need 'is identified. Bremner said that sometimes the trades can take quite a while to complete. i . Weed Program I ' Bremner asked for authority to " hire two seasonal employees to j I work in the week program fromi j April through September. ' ' This year they feel there is an opportunity to make some great advances with the help of persons ; from the correctional facility, j Some of those folks will be avail- j able for labor intensive projects. 'r Bremner feels that about 65-70 percent of the weed problem in Garfield County is west of Red . Canyon, 30 percent or less from I Red Canyon through Bryce Valley and maybe only 10 percent in ; Escalante and Boulder. The effort I to suppress or fight noxious weeds' is paid for thorough taxes. The r county often times provides only equipment and expertise. ? Dodds got a grant approved last fall for weed eradication on that 45 acres of grain on the highway. It is about $4,000 and they want to partner with someone for that work, ' possibly the county. He said they J received it too late last year to do ; ; J anything. ; ; Monument Signing . ; Bremner' s final agenda item was an update on signs in the Grand Staircase-Escalante National Monument. Monu-ment. Garfield County had decided to work on a stipulation for that signing. He said Attorney Connie Brook's firm had had a little trouble connecting with the attorneys for the BLM who will do the stipulation. As of Mar. 13, there was a draft stipulation that had been completed and was to be forwarded to the BLM attorneys within a day or two. Wildland Fire Suppression Fund Ron Larsen, Utah Division of State Lands and Forestry gave the commission an overview of the legislation that was passed to allow counties to enter the fire suppression fund without penalty. Garfield County's contribution will be approximately $10,849.45. Public Defender Contract County Attorney Wallace Lee informed the commission that Floyd Holm had resigned as the public defender for Garfield County, effective Apr. 1. A motion was made to give Lee authority to advertise for bids for a replacement public defender. Capital Improvement List 2001 Permanent Community Impact Board After review and discussion the commission submitted the following follow-ing list to PCIB as a prioritization of projects for funding for 2001. Antimony Town Culinary Water Project Courthouse Renovation Project Escalante Center Bryce Valley Recreational Complex Project Boulder Public Rest Area , ; Hatch Town Dam Forest Service Road Agreement Representatives of the various Forest Service Districts across Gar field County gathered to review road systems with the county commission commis-sion and county engineer. Present were Joe Black, Carl Guillette, Paul Dastrup, Dale Cornelius, Ron Wilson, Wil-son, Kevin Schulkoski and Peter Goetzinger. Using Forest Service maps, the group discussed the maintenance responsibilities on individual in-dividual roads in three forest districts. dis-tricts. Foreign Exchange Student Program Brock Soper of Panguitch is going to Japan on a Foreign Exchange Student Program and was present to request assistance from the commission for financing for the trip. A motion was made to support this effort with a donation of $200. Federal Grant Program Maurine- Casper with Senator Orrin Hatch's office came before the commission to present an overview of her new assignment. She plans to work with local governments and groups to find federal grant funding. She will divide her time between Senator Hatch's Salt Lake office and the office in Cedar City. Highway 12 Corridor Plan Garfield County Travel Council Director Bruce Fullmer discussed with the commission the proposed Highway 12 Corridor Plan and the county's role in developing that plan. Commissioner Dell LeFevre made a motion to support the proposal to develop a Corridor Management Plan for Highway 12 to in turn be considered as an American Scenic Byway Designation Designa-tion and Federal Scenic Byway Designation. Fullmer was also given giv-en authority to represent the commission com-mission with that project. The commission supports Garfield Gar-field County stepping forward as lead agency in that plan. The commission com-mission also approved $5,000 from the Travel Council budget to spend on development of the Highway 12 Corridor Plan. Garfield Travel Council Business Fullmer gave the commission an update on the proposed business meeting for the Travel Council and discussed blinds for the new windows in the Travel Council office. He was given authority to order and install those blinds. ' Business License Applications Applications for county business bus-iness licenses had been received from Desert Detailing of Ticaboo, a boat cleaning and detailing business and from TATS Country Wild Pics of Antimony, an outdoor and wildlife photography. After review of zoning restrictions, the licenses for both businesses were granted. Panguitch High School Drill Team Donation Request Jennifer, Miller and Marlene Miller both Panguitch High School Drill Team advisors asked the commission for a donation to help finance travel expenses for the group to attend the National Drill Team Competition in Irvine, CA. The commission approved $500 for that purpose. Commission Travel Expense After reviewing reimbursement of travel expenses for Commissioner Commis-sioner Dell LeFevre the first two months of this year, it was determined de-termined that rather than continuing to pay mileage, the county will keep one of the 2000 Luminas for his use. Legislative Update Representative Tom Hatch gave the commission an update ,on the 2001 Legislative Session. No details de-tails were reported in the monthly minutes. |
