FINDING OF NO SIGNIFICANT IMPACT As required by the guidelines for the preparation of environmental impact statements, an environmental environ-mental review has been performed on the proposed State of Utah, Division Di-vision of Water Quality (DWQ) action below: Project: Escalante City . Proiect Number: EPA C490347, SRF 214 Total Costs: $650,000 StateLocal Share: $563 000 State Revolving Fund Loan$75,000 Community Development Devel-opment Block Grant$ 12,000 Escalante Esca-lante City The proposed Escalante City Wastewater Treatment Facility expansion ex-pansion project will include construction con-struction of a 6.0 acre primary cell lagoon, transfer and controlmetering con-trolmetering structures that will be located adjacent to the existing lagoons la-goons and connection piping. The addition of the lagoon will provide adequate capacity for wastewater treatment and storage that will be necessary for proper operation and maintenance oT the facility. The proposed project will be designed for a population of 1,622 and would provide adequate wastewater storage capacity until the year 2020. Total project cost is estimated to be $65(5,000. A $563 000 Utah State Revolving Fund (SRF) loan will require that the sewer users fees be increased from $16 to $26 per sewer connection per month. The facility plan for this project has been reviewed and founa to be in accordance with the requirements of the Division of Water Quality. The review process indicated that no . significant environmental impacts would result from the proposed action. Consequently, a preliminary prelimi-nary decision has been made not to prepare an environmental impact statement (EIS). This action is taken on the basis of a careful review re-view of the engineering report, environmental en-vironmental information documents and other supporting information which are on file and available for public review at the Utah Division of Water Quality, 288 North 1460 West, SaltLake City, Utah 84116-4870. 84116-4870. Comments supporting or disagreeing disa-greeing with this decision may be submitted for consideration by the Division of Water Quality. After evaluating the comments received, the agency will make a final decision; deci-sion; however, no administrative action will be taken on the project for at least thirty (30) calendar days while advertising the Finding of No Significant impact.
