Show Panguitch Man Gets DUI Charge Panguitch City Police Chief Martin Nay said Dave Thomas Southard, 27, Panguitch has been charged with DUI and speeding. Southard was arrested on January 20 at 9;09 p.m. on Main Street in Panguitch and jailed when he could not meet bail set at $600. his vehicle was impounded. He was released the following day and arraignment was held the same day. He pleaded guilty before Judge Wayne Holman on both charges. Judge Holman fined Southard $299 on the charges, $150 for alcohol rehabilitation and an additional $25 for removal of his vehicle from Impound, a total of $424. He also sentenced him to six months In the Garfield County Jail. Judge Holman then suspended $175 of the fine and all of the Jail sentence, placing him on probation to the court for a period of on year. He was also placed on the alcohol abuse program through the Division of Family Life Services.
