Show Workers Get New New Year's Holiday Governor Scott Matheson amended a proclamation setting forth the day on which state employees would observe New Years Day. That holiday will be observed on Monday, January 3, 1983, rather than Friday, December 31, 1982. The governor had designated Dec. 31, as the day on which state employees would observe New Years Day since the regular holiday falls on a Saturday. State policy has been to observe holidays on Friday if they fall on Saturday, and on Monday if they fall on Sunday. According to Elaine Weis, Commissioner of Financial Institutions, the change was necessary to facilitate the banking system in handling year-end transactions on the largest volume day of the year. "If December 31st were declared a holiday, checks written on the 30th or 31st of December would not clear the banking system until the next working day, which would be January 3, 1983," said Commissioner Weis. Such a delay would preclude many transactions from qualifying for 1982 tax benefits. |
