Show i Panguitch Property Tax Levy Unchanged From '75 The total property tax rate imposed for city, county, school, and other purposes In Panguitch remained at 80.00 mills this year, according to an analysis prepared by Utah Foundation, the private tax research organisation. Panguitch's overall property tax levy In 1976 Is 80.00 mills ($80.00 per $1,000 assessed valuation). This compares with a total levy of 80.00 mills In 1975 and 88.70 mills In 1970. The Foundation report indicates that 30.6 percent of the property tax collected in Panguitch will go for municipal purposes, 15.6 percent for county purposes, and 5 percent for special district purposes. Local valuations in these four counties nearly doubled in 1976 as a result of the program. Utah law requires that operating levies for local units must be reduced whenever assessed valuations are increased because of the Tax Commission's revaluation program. As a result, the total overall levy charged by local units in these four counties declined by amounts ranging up to 30 mills in some taxing jurisdictions. Foundation analysts emphasize, however, that lower mill rates in communities that recently were reappraised do not necessarily mean a decline in tax burdens for all taxpayers within such communities. In many cases, the correction of underassessments for many taxpayers under the reappraisal program will more than offset the mill rate reductions. Thus, many property owners In the counties affected will experience sharply higher tax bills this year. The property reappraisal program being carried out by the State Tax Commission now has completed work in 25 counties of the state. Still to be completed in the first round of revaluations are Carbon, Salt Lake, Sanpete, and Sevier Counties. Except for counties that were reappraised, the Foundation analysis notes that total poropcrty tax mill rates rose in most of the major Utah communities during 1976. An examination of the 1976 tax rates charged in the 57 largest Utah municipalities that were not reassessed during the year reveals that the overall tax rate rose In 47 cities, delinced in only 3 cities, and remained unchanged in 7 cities. The total average levy in these 57 communities increased by 3.14 mills, from 74.99 mills ($74.99 per $1,000 assessed valuation) in 1975 to 78.13 mills in 1976. Of the 25 counties that were not reappraised this year, 12 counties raised their levies, only 3 counties lowered their levies, and 10 counties made no change. A total of 187 cities and towns are located in the 25 counties not affected by reappraisal changes this year. Of these municipalities, 3 Increased their levies, 9 reduced their levies, and 133 made no change in 1975. mmmmmmrwm.
