utah were discussed by the state association so of county auditors clerks and treasurers treasur ers at the second annual convention which closed afriay aday afternoon resolutions were adopted citing ways in which the county workers worker believe the efficiency of the system can be bettered approval was given rs now before the legis lature that it if passed would contribute to that betterment and laws already enacted were praised in proportion to their contribution to that end all summed up it was an all enthusiastic thusia convention with all but the isolated counties ot of the uintah biasin basin section represented and the attendance totaling approximately sixty live the idea of getting together the county officers doing the actual administration of 0 the taxation laws was put into effect last year and the enthusiasm thusia sm manifest during the associations ciati ons first year of life has made the sponsors of the movement feel well compensated tor for their efforts officers chosen at the first convention a year ago were retained by acclamation yesterday aft afternoon e knoo a tor for another year of 0 service these men are lawrence A van dyke ogden county clerk of weber county president W S henderson vernal county treasurer of uintah county vice president P russell wight brigham city county clerk and auditor of box elder county secretary treasurer these officers with the state auditor and state treasurer and one additional member to be appointed later constitute the executive committee of 0 the organization the association went on record as opposed to house bill 63 providing for the payment of taxes semiannually objection to this proposal was in the lA interest terest of economy it was declared as such a measure would increase the tax collecting expenses considerably as well as necessitate a rewriting of 0 all the taxation laws it was declared that in salt lake county alone it would result in an increased expense of ampro approximately ii 1500 annually two recommendations were made for changes changas in the absent voters law one would extend the absent voting privilege to qualified voters unable to igo go to the polls on account of illness and the other would have the absent voters balkits printed on white paper making them conform with the regular balkits bal lits the latter move it was announced was in the interest of secrecy for in a precinct where there was but one or two absent voters their ballots could be identified under the present system the convention also favored house bill 20 providing that taxing funds pay a portion of the expense of county assessors and treasurers treasur ers as well as a part of their salaries house bill 25 reducing the time of filing of certificates for transient livestock from twenty to ten days and senate bill 41 providing that each taxing fund on the assessment roll pay a portion of the cost of assessment and collecting of taxes under existing laws the general funds pay all of the portion of the school district this is declared irregular and the association favors senate bill 41 to correct it tribune and the weekly and monthly farm journals and magazines and business letter from the larger place in the destinies ot of a great nation it was postmaster general john wanamaker who first officially suggested in 1891 the rural mall mail idea to congress the plan was fought in the legislative branch of the government tor for five years before it was given a tryout try out the first bill authorizing the establishment lish ment of the service was wag introduced in the house by representative james odonnell of michigan january 5 1892 1992 it carried an appropriation ot of but tailed failed of passage A year later congress was induced to appropriate tor for experimental purposes purpose s followed in 1891 by more mr wanamaker believing the amount insufficient even tor for experimental service declined to use the money on oil january 9 1896 was added by congress and on october 1 the same year the first experimental rural delivery service was established simultaneously on three routes in west virginia ono one from charlestown Charles town one from uvilla and one from hall town from this small beginning nine months later found the service operating on 82 routes emanating from 43 post offices in 29 states twenty eight years later or june 30 1924 the rural hural mail service had grown to 44 routes with a total mileage of in comparison with the insignificant appropriation of made by congress more than a quarter of a century ago to inaugurate the service it now routes and in mileage there being 2637 routes covering a distance of miles in that state ohio is second with 2542 routes and a mileage of missouri third with 2252 routes covering miles iowa fourth with 2229 routes covering miles texas fifth with 2193 routes covering miles mile S pennsylvania sixth with 2036 and respectively kansas seventh with 1902 and respectively york eighth with 1863 and
