Show JAMES E L WEST TO VISIT OGDEN head of scout movement in america to meet with scouts of gateway council february the james E west chief scout executive ot of the national council will be in attendance at a big scout meeting of the ogden gateway council to be held in ogden friday evening feb at 8 the meeting will be held at the stake tabernacle and all officers and scouts of 0 the dox box elder district are expected to be present at the head of the scout movement Is a man whose life and training have developed the keen and sympathetic understanding of 0 the problems of boyhood essential to leadership of 0 tae the boy scouts of 0 america orphaned at the age of six james E west spent thirteen years in art an orphanage ph A cripple and further handicapped with ill health by sheer exercise of will power he became a leader ot of boys in the institution and later au an employee and was able to do much in directing the work and play of 0 the children in the institution while making his way through high school he found time to edit the school paper and although physically handicapped to manage the foot ball team he became a substitute teacher of mathematics and by night study fitted himself tor for law school graduated from law school at the age of 25 he was admitted to the practice of law in the district of columbia and later before the supreme court of the united states he was appointed assistant attorney in the office of the secretary ot of the interior through the interest of president roosevelt B during all these years of close application to professional studies he found time to identify himself actively with every big movement in the interest of childhood and youth in the district of columbia playgrounds settlement Y 11 II 13 A sunday school orphanage juvenile court each found in this young man an active loyal and enthusiastic champion it was james E west who organized the citizens committee which resulted in securing from the congress a juvenile court for washington and it was he who inspired and as secretary cre tary did the preliminary work connected with president Roosevel ts white house conference on the care of dependent children and car carrying carrein the great conference through in october 1910 eight months after the scout movement was incorporated in this country james E west was invited to lead the organization as chief scout executive a post lie he has continuously held since january 1911 when he formally took over its duties in cooperation with the E executive board of the I 1 national N a council a group of men nationally tio nally known as men of outstanding achievement and other outstanding leaders in the field of educational and social work all the infinite details in the development ot of this great movement for the boyhood of america have been matters ot or his direct responsibility and the mo motive tive force back of his tireless effort Is his deep and exhaustless interest in the boy your boy my boy just any boy and his desire that each be given the opportunity through leadership and training to develop into a nian man ot of character trained tor for citizenship the ultimate objective ot of the boy scouts of 0 america la Is every boy of 0 scout age a scout dally daily increase in the ranks brings the membership 0 ot t the movement nearer to the million mark as indicating the number 0 of men and boys actively engaged in fit scouting although more than two million boys have had the benefit ot of scout training and leadership subscribing to the scout oath and law the vision ot of the chief scout executive Is the scouting program reaching all boys everywhere and bringing to each at the time ot of his greatest need the benefit ot of scouting leadership and ideals |
