Crock" 1 Dear Interested Citizen: The pertinent questions asked by you in your re-cent letter should, I think, be answered by every candidate for position on the school board. I give my answers here: (Q) Why are you running for the position of School Board member? (A) As a citizen of Garfield County I am very much interested in our schools. (Q) What do you feel you can do for the schools, the students, the faculties and the taxpayer? (A) 1 have recently been appointed a member of the State Legislative Committee which is made up of three school board members, three state school board members. State Superintendent of Public Instruction and the Executive Secretary of the Utah School Board Association. By serving on this committee and helping to write legislation for the schools in the state, I feel I can contribute to the betterment of the schools in our area and of the state. I am determined that the students in our county have the best faculties and programs. I think we need more fine arts programs such as music and dramatics in our schools and if elected, will work to that end. 1 feel that a school board member should work for the program that the tax-payers want and I am pleased with the football program initiated this year. Although some of us had reservations about starting this program, I think It's one of the best programs 1) at have been started in the school for years. The more students are involved in school activities the better the morale and the school will be. Football has given many students the opportunity to become involved. We have the best faculties in the State of Utah I will continually work with them to Improve the school system when needed and endeavor to carry out state programs. The salary schedules of Garfield County teachers are just above state average. As one of the largest taxpayers in the county I am continually watching for ways to improve the lot of the taxpayer. We have been able to maintain our program with one of the lowest local mill levies in the state for example, Garfield School District's local levy is 39 mills. Only San Juan, Daggett and Wayne are lower. (Q) How do you about individualized instruction? How do you feel about summer school programs? Are they worth whatever is put into them? (A) I think we have always had individualized instruction. Each student is an individual and is entitled to a certain amount of individualized instruction. Probably the interested citizen was referring to a new program in the schools. I think we have to keep up with the times as new programs are proven we should use them and be progressive in our educational systems so that - our students will be able to compete with the best I feel the summer program this past year was one of the best ever undertaken. I think the city and school should continue to make available to our youth programs that are Interesting and stimulating. Our school facilities should be used for a year-around program. (Q) What are the main problems of the schools? i A) One of the main problems of the schools is not being able to secure teachers in some areas that are needed, such as music and other fine arts programs. (Q) What do you think about federal and state monies for schools? (A) Public Law 874, which is the federal impacted area law, is one of the very best programs for districts such as Garfield that we have. The federal government holds title to most of the land in our county and we have many federal employees, so this law helps to make an equal tax base for everyone. Special education and title programs are good and I hope they can be continued. We receive about 73 of our revenue from the state; about 20 local and 7 per cent federal (Q) What about new buildings or the remodeling of old buildings? (A) Whenever a school district builds a new building it should be approved by the taxpayer. During the past few years you will note that the present board of education has had a keen interest in the building and grounds of the district. There has been extensive remodeling In almost all buildinga within the district which includes two new classrooms at Escalante; two additional teaching stations at Panguitch carpeting of libraries and multi-purpose rooms at Cscalante, Bryce Valley and Panguitch; new dressing room facilities at Escalante High Schol; remodeling of hallways at Escalante. and Panguitch High Schools new lawns at Bryce Valley and Escalante. We feel that we have really made a good effort in this direction and that good progress has been made. I am very much interested in building a new building for our junior high we have l u' id four public meetings for the purpose of discussing this. The vote has been unanimous in favor of a new building. As a representative of the public, to carry out their desire, 1 will work to this end. We have had architects examine the old building. They .iave determined it i unsafe, a fire hazard, inadequate and very hard and expensive to maintain. They have all advised us to build a new school and the state has approved this. I believe our students deserve better than we have in the old building The plan of the present board of education is to build this building without bonding. At th present time, through carefully budgeting the taxpayer's money over the past few years, we have accumulated money enough to proceed with this project by refunding two bonds which will become due this year We will do this without raising the mill levy.
