In one portion of this letter, Secretary Sec-retary Taft says: "I goes without saying that tho United States will bo most reluctant to Intervene In tho Internal In-ternal affairs of tho republic of Panama, Pan-ama, but should tho occasion nrlsc, I do not 8co how it can bo avoided." |
