Cousins, of Iowa, chairman of tho committee on foreign affairs to succeed tho lato Robert R. llltt, of Illinois. Ho also appointed Representative Frank O. Lowdcn to a place on tho samo committee to fill tho vacancy caused by tho death of Mr. llltt. |
