Bill Ii Objectionable To Mining Companies 0 Members of the industrial commission of Utah say that the question of whether employees of lessees of mines shall be protected by workmen's compensation law Is involved hr House bill 102, Introduced in the state legislature last week., The bill has to do with the payment of compensation premiums on mine lessees and Is to amend a provision! In the present law which Is to the effect that employers of three or more persons, except employees ln domestic or agricultural pursuits, shall make the legal provision for their compensation risk. Under the present system the workmens compensation Is paid by. the mining company for lessees and deducted along with other expenses when the lessee makes shipment of ore, while the new bill would shift this expense upon the mining company without giving a chance to collect from lessees. The leasing system is In common vogue In Uah In the operation of mines. It Is a sort of piece work" employment which has been found in the main to work out satisfactorily. The lessees frequently work In psirs or In groups of three, and therefore as Independent contractors would not come under the operation of the workmens compensation act, although, to at least a certain extent, they are employees of the mine. The costs of freight transportation and some other Items are deducted from the smelter payments along with the royalties, and under the present law ths workmen's compensation premiums as well. The effect of the new bill would be to compel the mine owners to pay the compensation premium wiJiout deducting It from the proceeds of ores as other costs are deducted. This, in the opinion of the Industrial commission, It was stated yesterday, would disrupt the present machinery, which seems to be working on the whole very smoothly, without producing any compensating advantage.
