Show B3 The Emery County Review, Tuesday, September 2, 2008 TRIBUTE Stephen Gabe Vlamakis SPRING GLEN/HELPER - Our beloved son, brother, grandson, nephew, cousin and friend, Stephen Gabe Vlamakis, age 26, died Aug. 26, 2008 as the result of injuries incurred in an industrial accident. Stephen was born April 10, 1982 in Price to Gabriel and Sherrie Johnson Vlamakis. He graduated from Carbon High School in 2000 and earned an associate’s degree from the College of Eastern Utah in 2002. He attended Utah State University, but later decided to pursue a career as a lineman. He was working as an apprentice lineman when the accident abruptly cut his young life far too short. Stephen enjoyed all sports and played baseball on a championship team in Helper. He was an avid golfer who enjoyed hunting and fishing. He had a fierce love and unwavering loyalty for his parents, his brother, extended family members and friends. He dearly loved his bub, Christopher. Caring, kind-hearted and generous, he turned strangers into friends everywhere he went. He had a fantastic sense of humor and never hesitated to lend a helping hand when one was needed. Stephen lived his life to the fullest and savored every moment of his brief stay on earth. His tragic death has left a void in the hearts of his family, friends and the people whose lives he touched. We love you, Stephen, and we will miss you far more than mere words could ever express. You were our first miracle. We will see you later. Stephen is survived by his parents, Gabe and Sherrie Vlamakis of Spring Glen; his younger brother, Christopher Vlamakis, Spring Glen; his maternal grandparents, Don and Eunice Johnson of Price; his special cousin and buddy, Joseph Dunn; numerous aunts, uncles, cousins and friends. He was preceded in death by his paternal grandparents, George and Tassia Vlamakis. Funeral services were Aug. 30, at Mitchell Funeral Home, Price. Burial was in the Mountain View Cemetery in Helper. Request for Proposal Salinity Reduction Projects in Price / San Rafael River Watershed UDAF is requesting proposals for salinity reduction projects through the Price River and San Rafael River conservation districts. It is estimated that UDAF will have available $500,000 to $900,000 to fund salinity reduction projects in the Price / San Rafael river basin (funding will be limited to actual funds available). It is anticipated that funded projects will prevent over 4,344 tons of salinity annually from entering the Colorado River. UDAF is anticipating awarding projects the first quarter of 2009. Proposals must contain a written description of the proposed project, location maps (country level and detailed site map(s)), salt saving calculations with amortized values, contact information of submitters, and other information to communicate clearly the proposed project and its impact on salinity and the surrounding area (including but not limited to property owners, ditches, addresses, and acres). Projects using this money must meet the following criteria: 1.) Proposals must show amortized cost per ton of salt controlled along with method and steps used to calculate (Bureau of Reclamation and Natural Resource Conservation Service can provide approved salt loading for most irrigation projects). If several different practices are used each practice can show separate costs per ton based on their average life (example sprinkler systems are amortized for 15 years while underground pipelines are amortized for 50 years). Cost per ton is the primary method of ranking projects for approval. 2). All projects are required to provide a minimum 25% match (either in-kind work or actual dollars). Projects may use other funding sources as match as long as these funds are not paying for salinity reduction in other programs such as the Colorado River Basin Salinity Control Program which uses NRCS Salinity EQIP, BOR Basin Wide Salinity Program Funds, or the Basin Sates Parallel program funds. Matching funds are not included in the cost per ton calculations described in item 1 above. (The more match provided, the lower cost per ton and higher ranking of project). 3). Funded projects must demonstrate salinity reduction and be effective for a minimum of 15 years and have in place a plan to insure this. 4). Project must be located in the Price or San Rafael river drainage. 5). Projects must demonstrate “new” salinity reduction (projects cannot claim salts saved in previous projects or ongoing projects). 6). Projects will be ranked and receive final approval from Utah’s CRBSCP workgroup members. Examples of possible projects: Irrigation efficiency improvements, livestock winter water system, pond lining, canal lining, secondary water systems that replace residential flood irrigation, septic to sewer conversions, storm water collection, and other projects that reduce deep percolation of water.
