Huntsman signed into action the bill that will appropriate 46.75 million in funds to Utah Valley State College. The assembly was attended by some of the highest government officials in Utah, including Lt. Gov. Gary Herbert and Utah's Senate Majority Whip, John Valentine were present as well as UVSC President William Sederburg. In addition to the bill a resolution was added, recognizing the twenty-five year existence of Utah Valley State College. Hatch aims to pass into legislation that "Congress should have the power to prohibit the physical desecration off the flag of The United States." Hatch's March 21 address to Utah Valley State College was co-hosted by The Center for the Study of Ethics and The Office of the President. Hatch's lecture on '"Making the Senate Work" delved into the political process and why he thought an anti-flag burning amendment was important to the United States. Hatch says that congress has had the power to prohibit desecration of the flag until 1989, when Hatch said, live members of the Supreme Court 'stole1 those congressional powers. Hatch continued, saying, "Banning flag desecration is unconstitutional." What is more unconstitutional, he said, letting congress determine what we can do, or five people changing the work of state and federal representatives? "I don't believe most Americans want to be governed by unelected judges." Amidst numerous references to pop culturc. He thinks it is more challenging to "undo[ing| the work of these "activist judges". Hatch continued to address the problem of "activist judges". He said, "The Supreme Court is not God, and the things they say are not scripture." There are ways to change the way the Supreme Court functions, according to Hatch. "We need to appoint justices who are not activists."
