National Briefs A Quick Lodk'^^^^] Global Warming Bill SACRAMENTO (AP) - Sealing a groundbreaking deal to combat global warming, California lawmakers on Thursday sent Gov. Arnold Schwarzenegger a bill that would make the state the nation's first to force its major industries to cut carbon emissions. The legislation requires California businesses to begin reporting their emissions of greenhouse gases so the state can slash output an estimated 25 percent by 2020. Schwarzenegger has said he would sign the bill, which incorporates guidelines he outlined last year in an executive order. Lawmakers approved the bill by a 47-31 vote a day after it passed the Senate. Houskeeper Held Hostage by Boss CENTENNIAL, Colo. Homaidan Al-Turki, 37, denied the charges and blamed anti-Muslim prejudice for the case against him. He said prosecutors persuaded the housekeeper to accuse him after they failed to build a case that he was a terrorist. Al-T\irki, a citizen of Saudi Arabia who lived in the Denver suburb of Aurora, was convicted June 30 of unlawful sexual contact by use of force, theft and extortion, all felonies, and misdemeanor counts of false imprisonment and conspiracy to commit false imprisonment. NASA Launch on Again CAPE CANAVERAL, Fla. (AP) After a week of weather delays, NASA officials on Thursday set a Wednesday launch time for space shuttle Atlantis on its mission to resume construction of the international space station. Officials made the launch decision after checking the Kennedy Space Center for damage following Ernesto's pass as a tropical depression. They found no problems. Peak gusts at the launch pad reached 44 mph, well below the 79 mph threshold that requires the shuttle to be moved indoors. "We're back," said NASA spokesman Bill Johnson. "There was no water intrusion in any operational areas, and so basically we came through this one unscathed." Polygamist sect leader agrees to return to Utah to face charges LAS VEGAS (AP) - Looking frail and timid, the leader of a breakaway polygamist sect agreed Thursday to be extradited to Utah to face rape charges that could send him to prison for the rest of his life. Prosecutors allege Warren Jeffs arranged marriages of older men and girls, some as young as 13. The 50-year-old leader of about 10,000 members of the Fundamentalist Church of Jesus Christ of Latter Day Saints spoke almost inaudibly during his brief court appearance. Jeffs, who was not represented by a lawyer, nodded, paused and muttered meekly when Las Vegas Justice of the Peace James Bixler asked if he wanted to contest his return to Utah, where he is charged with two counts of rape by accomplice. "What would you like to do?" Bixler asked. "Go ahead and be extradited," replied Jeffs, who was handcuffed and wore a blue prison jumpsuit that hung off his bony frame. (AP) - Tropical Storm Ernesto picked up steam with surprising speed in the warm waters of the Atlantic and built toward hurricane strength Thursday as it swirled toward the Carolinas, forcing the closing of ports and campgrounds. Virginia's governor declared a state of emergency and hundreds of National Guardsmen were activated there and in the Carolinas. Forecasters issued a hurricane watch for the northern half of the South Carolina coast and the southern portion of the North Carolina shore. Ernesto was expected to come ashore late Thursday near the South Carolina-North Carolina line. By midafternoon, its northern edge brought rain to the states' eastern counties, and its winds were 70 mph, just short of the 74 mph threshold for a hurricane. Its winds increased steadily through the day from around 40 mph overnight as the storm drew energy from the warm water. "In the world of meteorology, it's just one surprise after another," said Tom Matheson, a meteorologist with the National Weather Service in Wilmington. Just a day earlier, Ernesto had been down- graded to a tropical depression, not even making the grade as a tropical storm. Ernesto's wind was less a concern than the threat of flooding. Parts of North Carolina were already drenched by thunderstorms that began Wednesday. Ernesto was expected to bring half a foot of rain to some areas. "We need some rain around here -just not all at once," said Jean Evans, a convenience store worker on North Carolina's Holden Beach. The National Hurricane Center also warned of a storm surge of 3 feet to 5 feet in the Carolinas. The National Park Service closed some facilities on the Outer Banks, including two campgrounds near Cape Hatteras. The Coast Guard closed ports at Wilmington and Morehead City in anticipation of gale-force wind. Ernesto briefly reached hurricane strength on Sunday, but lost much of its punch crossing mountainous eastern Cuba and was a tropical storm of about 45 mph by the time it blew ashore in Florida on Tuesday night.
