Show THE HARRIS SURVEY Store Bomb Blast 72 Pci Say lax Too High By LOUIS HARRIS tax revolt of significant proportions is taking place among the American people as the federal income tax deadline of April 15th draws near. Only 24 per cent of the public feels that its tax burden is reasonable, while 72 per cent feel that th, current level of federal, state, and local taxation is too high. By 63 to 22 per cent, the people favor elimination of the 10 per cent federal income tax. surcharge President Nixon has already asked for an extension of the surcharge, both in order to balance the federal budget and to keep the lin on inflationary pressures. Most of all unpopular among the taxes now paid are state levies. Easily the most toierable of all taxation today are local taxes where people relate most diiectly to the benefits received. Thus, in terms of public opinion, tiie tax revolt is focused primarily on state and federal taxation. Greatest pressures for relief from present tax levies can be found from people who live in the suhu;-b- s and in rural communities. among lower income groups, older people, and among people who voted A for either Richard Nixon or George Wallace last November. It is significant that people who pay the highest taxes, those in the $10,000 and over income bracket, are most opposed to a cut in taxes. Basically, the heart of the tax revolt Is among the less DESERET well educa'cd, lower and middle income people who most feel the pinch of inflation but are unwilling to see the spiraling cost of living haited by government taxation. These groups also are beueficiaries of many federal programs, but they somehow do not see the connection between their own taxes and sercontinuing government vices. Typical o the comments of people who are aroused over old steeltaxes is a worker in Hammond, Indiana, the father of five, who said, Taxes are killing us. We cant meet our payments on the house and the car and pay our taxes. An office worker in suburban Garden City, N.Y., added, There's no end to the taxes. Its just tax and spend, spend and tax. Ive had ll. In Menlo Park, California, a small businessman else is added, Everybody protesting. Weil, Im ready to go on strike over taxes. The minority who find taxes reasonable are largely drawn from the ranks of the affluent. Typical is a business executive in Lake Forest, Illinois, who said, If we dont cut inflation from pressures taxes, the roof will Wow off the economy. A recent college graduate in Springfield, Mass, added, It takes a lot of money to support all of the government programs, and if we dont pay taxes, where will it come from? But an additional reason mentioned for ending the surcharge tax is that there are too many loopholes for the rich and big companies which ought to be tightened." In the end. both the direct tax bite and this sense of inequities, along with the failure to associate government programs with the ail of paying taxes are undermining public confidence in the fedetal tax system today. Cftietm Tritton Hem York Nw ynoiciB, nc, "a viRTUlM The mam reason people mind least paying local taxes is that at leak the money is improving things around here. Implicit in this reasoning Is that both state and federal taxes often are used to benefit parts of the country and groups quite separate and apart from the source of the tax revenue. On repeal of the cent surcharge tax, the cross section was asked : "In June, the 10 per cent federal income tax surcharge rise will expire. President Nixon is doubtful the tax can be eliminated.
