Douglas WASHINGTON tried in vain to spare a few lives when he ordered a "premature halt to the bombing of Cambodia, which will stop, we are told, on schedule Wednesday. In a decision that was promptly overturned by his Supreme Court colleagues, Douglas noted that someone is about to die. Phase IV Can Reduce Controls Phase IV of President Nixons economic stabilization porgram is a caterpillar an ugly, unpleasant creature designed to be replaced by an attractive, appreciated successor. The metamorphosis depends considerably on the climate accorded Phase IV. Of the serialized by (he administration to discourage inflation m this country, the latest price control effort is the most complicated. No doubt the result of developments, Phase IV is nonetheless an awkward attempts Creation as difficult to welcome as it is to derstand. un- The essential purpose remains to manage market conditions so that supply catches up with demand and the impulse to raise prices and other costs is mostly eliminated. But even consumers, for whom the control program is principally imposed, find it an apparent bust. In the first place, as of Phase III, the administration had accepted a certain, tolerable inflation about 3.4 percent nationally, which had been attained in 1972. But when stiff controls were lifted, the rate immediately leaped to 8 percent annually by June, this year. Shortly thereafter, President Nixon ordered the general freeze on prices. That has now' given way to Phase IV. In its complexity, the current phase exempts the lumber industry', public utilities, long-tercoal contracts, security and commodity brokerage fees and rents from controls. Also, no business manufacturing , service, wholesale or retail with fewer than 60 employes will be troubled by federal wage or pnee controls. The firms however, with annual sales totalling $100 million or more must gain government approval for price increases. And only after a 30 day review period Retad outlets will be passing along in- creases stalled by the July freeze just as surely as the cost of groceries went up when controls were lifted from food items July 18. tagon regretted the error, but the bombing continued which ended The history of the war in Vietnam is Cambodia in except last officially January Except there is no indication the White House is retreating from its decision to hold the lid on beef until Sept. 12, a move that has already caused a meat shortage across the nation. And there is nothing but a voluntary 5.5 percent guideline for wage increases. - The new phase, then, allows higher prices while at the same time squeezing profits; it isnt promising a quick end to shortages or insuring against soaring wage contract demands. Its an ungainly, wormy caterpillar. fall. many more missing youngsters. There was no reason for police to see a pattern evolving in the disappearance of a dozen youths from the same general area over a period of several months. "I have nothing to hide! The Public Forum Exponential Growing Editor, Tribune: Sen. Moss, in support of the Alaskan pipeline, is said to have remarked that one cannot be concerned with the mating habits of a few canbou when it is so difficult to buy a tank of gas. I wonder if it has occurred to the Senator (ard others who blame current shortages on environmentalists) that our present predicament has more to do with the mating habits of man than of canbou. I know of at least one lesson we could team from the caribou. In 1944. 29 canbou were put ashore on an Arctic island where, for some reason, they were free Forum Rules from the controls that normally keep them in balance with their environment. The oopulation proceeded to grow exponentially, doubling about every three years. By 19t3, there were 6,000 canbou on the island. Jut three years later, there remained only 42 animals and a devastated environment. It has been our experience that in many cases the missing child was a chronic runaway, whose penchant was well known to In 1850. the worlds human population reached one billion. For most of recorded history, it is estimated that the human population took 2,000 years or more to double. Since 1850, the world population has almost doubled twice, and will reach four billion by 1975. At present, we are reproducing at a rate that will double the population every 35 years. That. is. the population could reach 16 billion dunng the lifetime of a baby born today. Our consumption of resources is increasing even faster. Does anyone seriously believe that we can escape the fate of those island caribou if we keep up this kind of performance? Police, quite properly, say they havent the resources to check, as thoroughly as parents would like, each of the 5,000 or more missing youth reports they receive each year. This, without a doubt, is true of virtually every police department. Particularly so, in view of the increasing number of youths who bolt from home every day across the police and who usually finds his way home in a day or so. In short, local law enforcement agencies do give proper attention to reports of missing youths. While the mass murders in Houston dont justify the criticism being heaped on police there, they should provide the impetus for a thorough reevaluation of missing persons procedures by every police agency in the United States. It should be assesment aimed at bettering those methods so that the tragedies of Houston are never repeated. . Most environmentalists are not selfishly interested in preserving a little wilderness for their own enjoyment They are motivated by a deep concern that our seemingly inexhaustible appetites will doom our children or grandchildren, if they country. Persons willing to concede that a one mil- lion, plus, population city like Houston probably does have too many runaways to justify using great amounts of police manpower on the problem ask, When a bunch of kids disappear from a particular neighborhood, like the Heights in Houston, shouldnt the cops start asking questions ? As Houston police chief. Herman Short, explains, other areas of his community have The Mauldin Cartoon William F. Buckley Jr. No one knows who they are. he wrote. And except for a few peace activists who fell to their knees on White House tours and prayed, and Judge Charles Halleck who refused to send them to jail, nobody seemed to care. Congress didn't mmd. Even the doves went extension of the bombing to along with a save face for the President. They claimed a victory in setting a deadline, with no particular expression of concern for those who would die before survive at all, to a meager existence eked out of a dreary environment in which no remnant of the great beauty and diversity of nature survives. W. JOSEPH DICKINSON it arrived. But it is to stop, at last, on Wednesday. Who Developed Tolerance? Editor, Tribune: Its indeed a comfort to know that our fine, efficient law enforcement agencies are on the alert and ready for action. As was the necessity at the Jethro Tull rock concert, where some 72 secunty guards, 27 police officers (some with dogs) and narcotic agents were called in, thus leaving part of the city unattended. The condition under object was to bring a near-no- t control, as stated by Commissioner Barker and Police Chief J. Earl Jones. It appears law enforcement was in action that night at its fullest. Narcotic agents even infiltrated the crowd to make arrests and connections. Theyre really concerned, these men, because its getting so bad that (as stated by an officer) a crowd sat on the lawn and openly drank wine and passed around joints of marijuana. Noting the emphasis on openly, as if to say, How dare they commit their crime in the open? Why dont they hide in a corner under a veil of dark, as does the criminal? yet, amid all the chaos and confusion of policemen, security guards, narcs, dogs and 13,000 And people, The Tribune could find only one incident to highlight their story of the concert. And thats of a young man whos shirt fell open only to reveal beer cans dropping to the floor in front of officers. However, Salt Lake County Commissioner Pete Kutulas, who arrived later, made some very contradictory statements as to the conception of the group. You have 13,000 kids getting along with each other, he reminded. Id say those reports of a hostile and threatening crowd was an overreaction. As a former officer, Ill tell you its common. Orders Clear The orders to Secretary of Defense James R. Schlesinger seem clear enough. But with the instruction of Watergate in White House stealth and lawlessness clear in our minds, the opportunities for cynicism as a Watergate witness remarked in another context last week, are boundless. The revelations that this administration conducted 14 months of secret bombing in 1969 and 1970 has been added to those doubts. That was done for a friend. Prince Sihanouk. At his request, President Nixon ordered 3,670 bombing strikes. For his convenience, the President kept the American Congress, the public and even the Secretary of the Air Force, in the dark. The requisite number of false reports were filed. Not long after, the official ardor for Prince to borSihanouk cooled, and we canoodled in his row one of Sam Ervin's favorite verbs eviction. Now hundreds of thousands of tons of bombs later, he seems likely to be back in the saddle one of these days. And wnat if he asks us to bomb again and keep it a secret from everyone but the victims? Who in the White House would tell us? Certainly not the President, although he certainly did not order the 0 coverup. He did, to be sure, impress upon the former chairman of the Joint Chiefs of Staff six times the need for tightest security, but that isnt ordering him to lie, is it? 69-7- False Reports The Secretary of Defense of the time, Melvin R. G. K. Chesterton wrote that the upper class in England were tolerable precisely because, when all is said and done, they don't really take themselves seriously. The best indication of GKs point is the glorious profitMr. Buckley eering done by august, not to say egregious, representatives of the class. I give you His Grace, the Duke of Leinster. Houston police have been accused of laxity in handling the cases of missing youths, mostly runaways. Police spokesmen point out that more than 5,000 missing youth reports are filed with them annually. Each of these, police say, is routinely checked and if any information is developed that calls for further investigation the matter is pursued by department juvenile officers. he of salvation-through-oblit- Public Forum tetters must be submitted exclusively to The Tribune and bear writers full name, signature and address. February. let- The fatal consequences to certain Cambodians did not weigh on his mind. Justice Douglas put his finger on the reason why Americans Lave acceded so long to a policy of ration towards Asian peasants. y Over the years, on several occasions, we have dealt with distraught parents who have sought publication of news articles and photographs of their missing child. Frequently, when we have asked if they reported the matter to police, they complain that police wouldnt do anything about it. Checking with police, we found just the opposite. Police had done considerable work on the case. Officers so far have uncovered 25 bodies from graves around Houston, equalling this nations worst mass murder. More bodies are expected to be found. The slaying of 25 itinerant farm workers in California in 1971 was the biggest single mass murder case ever in the United States. A labor contractor, Juan Corona, was convicted of those crimes last over grounding the B52's. In one of those churlish ters he periodically sends to Capitol Hill, warned of the grave potential consequences not bombing any more. Asian Peasants might do the job intended of it. That will require public cooperation, in the form of discriminate buying rather than hoarding and other panic purchases which can restore needed strength to the competitive force of the supply and demand process. The U.S. economy may not soon blossom as a gorgeous butterfly, pleasing to everyone But if the trouble with clumsy, unappetizing controls can be ended with Phase IV, that would be as if springtime had returned in the The President is extremely unhappy i Still, if during a brief lifetime, perhaps no later than next fall, it can even out the bulges in expected price rises, Phase IV just Reason to Reevaluate The horror and revulsion following the discovery of a string of slayings supposedly connected to a Houston, Tex., homosexual torture ring has triggered some harsh, but understandable, criticism of the Houston Police Dept. Much, if not all, of it is unjustified. Within days indeed, two friendly villages had been blown up by B52 s. P.S. he writes. Could you tell me whether it is Improper to address an American on an envelope as A. B. Smith, Esquire, rather than simply as Mr. A. B. Smith? A newly appointed-Americaconcierge at a hotel in Switzerland thought that Esquire was a family name and assumed it must be a very large family, to judge by the number of letters addressed to different members of the Esquire clan. All such letters were filed under E It was only when his E partition was overflowing that .he asked the manager w hen all these different members of the Esquire elan were arriving. The grand design of the Cambodia strategy has eluded many of his countrymen. From start to finish it has been B52 diplomacy. If Watergate has actually put a stop to that, if it means that we will finally stop bombing Asian villages, it will all have been worthwhile. The Grant Cartoon Desires to Emigrate there is the English zoologist, who has just now written to a correspondent in California to say that he desires to emigrate to California. He isnt protesting the monarchy, or the likes of Lemster, or even the Labor Party. He just likes America, and finds that California is, well, 110 percent American. Emigration takes time, he says, and I have yet to persuade you that I am a desirable or acceptable fly to have on your wall . . Meanwhile And then .
