| Show A CHANGE I 1 IN I 1 N FORM OF government the spirit of 0 the times seems to point to the commission form of gov for cities of any consequence and alread a number of the cities of utah are enjoying the blessings of that form of government govern we believe lie law provides that a city must have a population or of 1000 before alli this s f form orm of government can become effective and aej that shuts out brigham city for or the I 1 I 1 time being with our growing population tion it will not be many years until this city reaches that point alien we t 0 call claim under the law the privilege ilex of changing our form 0 of government brigham Brig liam city is somewhat differently situated however than most cities of the state in fit that she lias has a number of big public utilities of her own utilities that require expert management if they are going to prove a blessing to the community it has long been a recognized tact fact that under the present form of government this city cannot hope to get the efficiency in management of her ter utilities that she could get if our government was changed I 1 the city cannot afford to pay salaries to officials official il sufficiently large to demand the entire time of moke whose direct duty it is to manage these utilities so we are forced to get along the best way we can if our form of government could be changed so an to eliminate some of the officers and place the responsibility oil en a few then salaries could be paid those few which would make it mandatory upon the ot 01 fibers to give their entire time to the cites welfare and we would get more efficient as well as economical service brigham Brig liam city in tur our humble judgment would progress taster faster and better under a city manager than thal 1 even under a commission form of government an ali efficient city manager who was an expert in his line could easily direct the various departments ot of the city government and could supervise the big utilities in a much more comprehensive as well as economical way than they are supervised under the present form of government we ve presume that a legislative enactment would be necessary before we could change our form of government and it seems to us that the matter is worthy of consideration and careful investigation II if a change would be beneficial then the quicker it Is made the better and at the session of the coming legiel ure is th the opportune time to make it we believe that it if Brig liam hain C cily iby can show a necessity for a change the lawmakers will not hesitate in granting the permission this city got a special concession from the constitutional convention because of an urgent need which developed at aitse theotime the time th chcon I 1 can bention was vas in session and the constitution ution of the state was changed so as to accommodate the requirements of tills this city at that line ime now we are confronted confronted with another needed change if wo we desire it there Is no question but that we can get it |
