Even as 2012 is nearing its last few days and the Hilltop Times goes to press, fiscal challenges are not slowing down. Leon Panetta, Secretary of Defense, issued a memorandum stating that everyone will go to work on Jan. 2 even if Congress does not agree on a budget. He said financial adjustments would be made later in the year if necessary. The stories with the most impact to the base in 2012 included those adjusting to the fiscal times, the air show, new leadership, new construction near the West Gate and formal opening of facilities elsewhere on the base. Panetta has issued a memo describing the potential implications of going over the fiscal cliff. Planning for the effects of an across-the-board cut in defense spending as part of the Budget Reduction Act of 2011 "is only prudent," said DoD officials. Under the law, the reductions are due to take place Jan. 2. Panetta said it is too early to assess what effects sequestration will have. He did say that it will not affect military personnel military end strength as President Barack Obama announced his intent to exempt the military personnel accounts from sequestration last summer. The secretary did clarify the potential implications of sequestration in his memo. Centers were activated at Wright-Patterson AFB, Ohio, and Tinker AFB, Okla. At Edwards AFB, Calif., the Air Force Flight Test Center was redesignated the Air Force Test Center covering all test activities. The 5-Center construct announced in 2011 was a major part of AFMC's response to a Department of Defense challenge to find efficiencies and save tax dollars.
