This class by CHPS covers the causes, symptoms, and types of arthritis. Risk factors, prevention, and treatment of this condition will also be discussed. He'll be speaking on Operation PMEL technical manager serve as intermediates and problem solvers between customers and AFMETCAL. These individuals are tasked with collecting and providing pertinent equipment data to AFMETCAL so informed, timely decisions on equipment acquisitions as well as calibration determinations can be made. The purpose of the Quality Program (QP) in the AFMETCAL Program is to ensure weapon system safety, accuracy, reliability and traceability. QP reviews are conducted to sample PMEL product and procedural compliance. Findings are categorized and used to focus management's attention on correcting and preventing the most significant laboratory problems. PMEL Quality Assurance (PQA) personnel collect data to provide management an overall picture of laboratory quality and capability. By using QP data to identify the most significant problems and negative trends, managers can implement corrective actions to eliminate or minimize these problems and trends. The laboratories quality and capability is evaluated through Process Reviews (PR) and Quality Reviews (QR). A PR is a management tool used to evaluate PMEL process execution for procedural compliance and potential improvement. The PQA observes the technicians' process from start to finish and identifies any procedural errors. The PMEL technician is required to perform two Process Reviews annually. A QR is a complete review of TMDE produced or certified. A 3 percent QR selection rate is required by the AFMETCAL Program. This is an automatic selection through the eFEMS data base. During a QR, the PQA ensures that the item meets safety compliance, performs a full parameter verification, the physical condition of the item, documentation is correct, traceability has been met and if necessary a review of the technician's process. Any errors observed during a PR or QR are referred to as nonconformities. There are two types of non conformities, critical or minor. A critical nonconformity is defined as any error that affects safety, accuracy, traceability or reliability. A minor nonconformity is any error that does not affect safety, accuracy, traceability or reliability. All critical nonconformities require a Root Cause Analysis (RCA) be performed. The purpose of the RCA is not to assign blame but to determine what caused the nonconformity such as the technical data, the environment, component failure, standards, training, user responsibility, process or human error. Once a Root Cause Code has been assigned then a corrective action can be decided on. This could be anything from submitting an AFTO Form 22 to correct technical data deficiency to removing the item from service. The QP also performs Technical Order Verification (TOV). This is to ensure that the technical order is accurate and the procedure can be performed as written. The PQA identifies deficiencies and suggests corrective actions. The personnel in the Quality Office also assist technicians with compliance of Technical Order 00-20-14 and Air Force requirements. M From page 9 Type IIA PMEL "I have never worked with individuals more dedicated than the metrologists here in the 527th PMEL. The scrutiny and pressures they endure are immense yet they still won't settle for anything less than perfection," said Mike Cederquist, Organic Lab flight chief. The Organic Lab is divided into four elements: Physical Science, Calibration and Engineering, Optics and Hydraulics, and Microwave and Radar. The elements are located across Hill Air Force Base in order to provide rapid response to customer requirements. The Organic Lab averages 50 test system calibrations daily. In addition to providing metrology service to Hill AFB, some of its customers include the Utah Air National Guard, Little Mountain, Lake Side, White Sands Missile Range, N.M., and the 525 EMXS at Kadena, Okinawa. The Type IIA PMEL is operated by The Bionetics Corp. and is responsible for the support of all common portable Test Measurement and Diagnostic Equipment (TMDE) on the ALC as well as all off-base workload. This IIA PMEL supports the baselevel Type JIB and IIC laboratories in the western region of the United States and is a vital link in the traceability chain between the end user and the National Institute of Standards and Technology (NIST). The Type IIA Lab currently supports more than 46,000 pieces of TMDE for 265 customers worldwide. "I think there are many things about PMEL that people are unaware of however if I had to pick one, it would be the level of commitment, dedication and pride that our technicians have for supporting the numerous weapon systems in use in the Air Force today," said Michael Case, IIA Lab Manager. The Resource Support Flight is responsible for the planning, production control, and quality assurance of all products requiring calibration. Other members of this flight include: engineering technicians, technical manager, financial analysts, and MIC personnel. Planning is where the PMEL process really starts. PMEL planners coordinate TMDE repair and calibration requirements with their customers. They plan and monitor funding to ensure customers get what they pay for while PMEL gets paid for the work it accomplishes. The Production Control Scheduling office provides customer service, pick-up and delivery of over 130,000 TMDE assets annually for 331 PMEL customers worldwide. The MIC provides daily production support to the 60 assigned PMEL technicians. The two MIC personnel provide material research, process material requests, process credit card purchases, order and issue consumable and hazardous materials as well as provide PMEL members with purchase memorandums for protective clothing. Additionally, they work with the Government Purchase Card (GPC) approving official and analyst to keep financial records updated and accurate to ensure PMEL stays within budget. The financial analysts provide resource advisor support to the squadron ensuring proper present and future funding in support of the warfighter. They conduct analysis of depot workload requirements and provide program oversight while tracking the annual budget.
