Show 8 Hilltop Times October 6, 2005 On the spot ALC commander promotes two: one to master, one to tech BY AIRMAN 1ST CLASS JENNY CHONG Hilltop Times statf Two Hill members were surprised when they were promoted on-the-spot Sept. 28 under the Stripes for Exceptional Performers program. STEP promotions are instant promotions to the ranks of staff sergeant through master sergeant and are given only to Airmen who exemplify the highest military standards. Master Sgt. Randall Judd, 75th Civil Engineer Group, and Tech. Sgt. Jennifer Lyon, Ogden Air Logistics Center Information Technology Directorate, were selected by Maj. Gen. Kevin Sullivan, Ogden ALC commander, for promotion under the STEP program. Sergeant Judd, the noncommissioned officer in charge of civil engineering's utilities shop, thought his day would be a little hectic Sept. 28 as he prepared to give a mission briefing to the new 75th CEG commander, Col. Harry Briesmaster. "A little hectic" quickly became stressful when he saw General Sullivan and Colonel (Sharon) Dunbar (75th Air Base Wing commander) arrive with Colonel Briesmaster. SergeantJudd went through his planned briefing, but said he started sweating a lot. After the briefing, General Sullivan looked around the shop and asked if Sergeant Judd had been doing a good job. Everyone said yes. The general then asked if Sergeant Judd was good enough to become a master sergeant, and everyone said yes again. General Sullivan then pulled out master sergeant stripes and stunned the sergeant with the instant promotion. "I was very surprised," Sergeant Judd said. "I probably turned a little pale." "The most notable moment was when his subordinates were happy to see he got promoted," said Chief Master Sgt. Franklin Smith, 75th ABW Command Master Sergeant. "That's one of the indicators that it's a successful stripe r.when the people who work with him and work for him think he's deserving. That's the true litmus.test." Sergeant Judd has been in the Air Force for 17 years. In the last two years, he has been deployed 256 days. Randall Judd with an on-the-spot promotion to master sergeant. tion course. "It's a pretty competitive award," Chief Smith said. "Sergeant Judd is someone whose leadership skills are evident. He has done an outstanding job leading 35 military and civilian personnel." Colonel Briesmaster said Sergeant Judd is well deserving of the promotion. "He has been a warrior, leader, mentor and superior performer throughout his career," the colonel said. "He not only leads in his duty section but is involved in community activities both on and off base - he is the total package and someone whom you wish to emulate." Sergeant Lyon also wasn't expecting to be promoted when she went to work Sept 28; in fact, she said she wasn't even sure her nomination package for the STEP program had been submitted. "I knew there was a possibility that the package was submitted, but I didn't know for sure," she said. MI definitely didn't know that General Sullivan was coming through that day." Maj. Gen. "The captain was really chewing me out in front of all the Airmen," Sergeant Lyon said. "They were yelling at me, got me cleaning the office and had me running around in circles all day." In the middle of the meeting, Sergeant Lyon heard someone welcome the Ogden ALC commander, General Sullivan. She was shocked when she saw General Sullivan, Staff Sgt. Chad Lyon, her husband, and her 10-year-old son, Kyle, come through the door. "Ijust about fell out of my chair," Sergeant Lyon said. "They got my blood pressure up. It was such a surprise and an honor. I could not believe it. They got me really good." Chief Smith that the thing that stands out the most about Sergeant Lyon and • made her the ideal person" for General Sullivan to select for promotion was that she was a distinguished honors graduate at her 7-level technical training school. He said her leadership qualities also made her stand out from the other individuals nominated for the promotion. "She supervises 14 junior Airmen by herself," he said. "That is an extremely large accomplishment for a technical sergeant, let alone a staff. She was by far exceeding the expectations of a staff sergeant. Her leadership qualities are truly outstanding." Linda Fields, director of the Information Technology Directorate, said Sergeant Lyon consistently demonstrates a natural ability to lead. "She has a positive can do attitude about all aspects of life, professional and personal," Ms. Fields said. "She sets an example for the young troops she leads who are new to the Air Force, and she gives those of us who have been around awhile a great, new and fresh outlook on accomplishing the mission." Sergeant Lyon has been in the Air Force for nine years and is currently the NCOIC of the computer programmer team.
