(AFPN) — President George W. Bush signed an executive order Dec. 30 making the 2005 military and civilian pay tables official. The 2005 pay scales are available online at the following Web sites: Military Pay Tables — www.dfas.mil/money/milpay/pay/. Civilian Pay Tables — www.opm.gov/oca/05tables/ index.asp/. Congress approved an average raise of 3.5 percent for military servicemembers, and the President's order provided for an across-the-board increase of 2.5 percent in base pay for the Foreign Service and certain pay scales used by the Department of Veterans Affairs. A base choir will help celebrate Dr. King's life. "The struggle to get a holiday honoring Dr. King and the Civil Rights movement shows that Americans continue to act and celebrate with the knowledge that progress is still moving Mav°r Geor9e forward," Garwood said Mr. Stanley Ellington, Protestant Parish coordinator, at the base chapel. Mr. Ellington says that Hill's theme of "A Day On, Not A Day Off" celebrates the progress that has been made toward equal opportunities and Mayor Garwood is a great example of that progress.' "Look at the advancements toward equal opportunity our country has made in the past 40years," Mr. Ellington said. "Mayor Garwood has done something significant for the South Ogden community to have been re-elected by a 72 percent margin." Mayor Garwood was first elected to the South Ogden City Council in 1995, making him the first African American elected to a city council in the state of Utah. He was re-elected in 1999 and in 2001 Mayor Garwood became the first African American mayor in Utah. Mayor Garwood is thrilled to be the guest speaker at Hill's observance. "It is with a humble heart that I accept the invitation to speak at Hill's observance of Dr. King's birthday," Mayor Garwood said. "Dr. Martin Luther King Jr. was one of the principle leaders of the American Civil Rights movement and a prominent advocate of non-violent protest. His challenge to end segregation and racial discrimination in the 1950s and 60s helped convince many white Americans to support the cause of civil rights in the United States." Jan. 20, 1986, marked the first observance of the federal legal holiday, established by Public law 98-144, honoring the birthday of Dr. Martin Luther King Jr. The 15-year struggle to create the holiday honoring Dr. King began four days after his assassination in 1968. Congressman John Conyers from Michigan introduced the legislation which stalled. A petition endorsing the holiday containing 6 million names was then submitted to congress. Hill Air Force Base The Full Operational Capability date for the Air Logistic Center reorganization within Air Force Materiel Command has been moved to Feb. 15. The change comes after the AFMC commander approved a redefinition oftheFOC consistent with other command reorganization efforts. The ALC reorganization FOC definition was broadened and is now in line with the AFMC product centers. Initially, the plan called for having "approved structures and leadership poised to stand up the units." This had been set to take place Saturday. Following FOC redefinition, the ALC organizational structures will include the following: • Approval by the chief of staff of the Air Force • Department of the Air Force memos approving new units , • Unit orders published • Unit leadership in place and designated with orders • Unit activation ceremonies complete According to AFMC officials, the collaboration process required to accomplish this, especially during the holiday season and high leave period, made coordination among the three centers and the headquarters almost impossible, in order to meet the original schedule. Following the FOC date, the three ALCs will also need to complete several other actions before the new structure is entirely finalized. These final steps are expected to be finished by September and include: • The completion of detailed manpower documents • The completion of all personnel actions • Updates to facilities including signage, relocations and consolidations • Thorough communication educating employees and customers about the restructure • Updates to references in regulations • The completion of a Phase II Organizational Change Request approving subordinate squadrons and flights.
