Romney Announces Community © Must Respond ‘Project Rehab’ to Job Corp to Rebuild The recent tragic incident occuring at the Job Corp Center in _ Clearfield may bring about some good. The community of Salt Lake may finally realize the deep sense of frustration and isolation that the Corp men feel. These young men. are away from home. They are lonely and sometimes confused. Our people have done very little to make them a part of the community — to make them feel welcome and at home. Mr. Kermit Jefferson and Mr. Don Ray Sampson represented the Community Action Program in a meeting with other civic leaders and Governor Calvin Rampton. It was at this meeting that Kermit and Don Ray committed themselves and CAP to providing some type of entertainment for these men and to work toward better understanding between residents of the Center and’ the city. WORDPOWER will support any constructive effort to build a better relationship with these Corp men. Shirley Shields, Publicity Director for WORDPOWER Newspaper is finalizing plans for a city-wide talent show which will include the young men at the Center and will help unite them with the young people in Salt Lake City. Mrs. Shields also announced Wordpower will attempt to establish a program with the Job Corp Center, encouraging these men to write. material for the newspaper. This _ will begin dialogue that may aleviate any future problems. Other ideas and suggestions are needed. Contact the Job Corp Center for advice on how to help with the problems facing the men and the center. CENTRAL CITY COMMUNITY CENTER Central City has a busy schedule for the month of August. Some of the earlier events include a Neighborhood Gathering on August 1 with Linda Muntu in charge. A special movie at the Century “21” Theatre on August 1, 1970 sponsored by the Volunteer Organization and Shirley Woodward is working oi en outing for neighborhoo ildren during August. Esther Williams has made arrangements for the appearance of Alex Haliey, Black Historian to give a lecture on August 9, 1970 at 3:30 p.m. There have been many changes in personnel and ‘some additional services made available during the past month. Joe Gray, Recreation Director, has resigned to accept another city position. Two offices handling the City Careers Program have been added. Slums housing units in 10 cities. All unites are in absentee-owned slum buildings. Work has already begun on more than 6,000 of the units, the Secretary said. “Few things,” the Secretary said, “can provide more immediate and more tangible improvement to living conditions in slum areas than volume rehabilitation. It can also provide much needed jobs and entrepreneurial opportunities to residents of the affected neighborhoods, especially members of minority races.” The first cities getting HUD approval of plans, — technical assistance, and program funds are Cincinnati, Detroit, Fl Paso, Hartford, Indianapolis, Memphis, New York, Philadelphia, Pittsburgh, and Seattle. Mr. Romney said more cities are expected to. get plan approvals within a few weeks. “We have held up announcement of the program,” the Secretary said, “because of the neew to develop special procedures required for large-scale rehabilitation projects. We have had to innovate in developing this program. Now we are confident we have the tools to do the job.” HUD fund assistance includes financing under the low-rent public housing program, rent supplements, and mortgage interest subsidies for both rental projects and homes bought by lower income families. HUD also assists the program by providing speedy processing of. applications. This requires highly effective work at all levels of HUD’s organization — local, regional and national. Secretary Romeny said _ that “Even more important than the fund subsidies is the HUD guidance. and organization assistance needed to get Project Rehab going in each city. This includes on-the-spot technical contractors who are RIGHTS acceptance. 3. Neighborhood This. requires skill, time, and patience in achieving understanding among program participants and neighborhood residents. 6. Assistance for displaced families. Project Director Named Welfare rights leader Dr. George Wiley Joseph M. Osoro, 27, a native of Bingham Canyon, has _ been ‘appointed project director of the Public Service Careers Program of the Community Action Program funded by the U.S. Labor Dept. Mr. Osoro, who will work out of the Central City Community Action Center, 615-3rd South, said the program is designed to train 80 disadvantaged persons. Enrollees must be either poor and handicapped, or poor and part ofa minority group, or poor and under 18 or over 45, he said. Osoro said applications will not begin for 13 weeks. _ The $265,000 provided will run the program for 21 months, he said. Enrollees will work for Salt Lake City departments as they receive on the job training. In addition, Mr. Osoro and other Community Action employes will carry out a program of personal hygiene, money management and vocational and personal counseling with the participants. He attempted to gain support for NWRO’s proposed annual income of $5,000 for a family of four. He also advocated a free food stamp and school lunch program. Dr. Wiley began his involvement with the people by serving as associate national director of the Congress of Racial Equality and as a member of the Citizen’s Crusade Against Poverty. He soon found himself face to face with the plight of people on _ welfare: blacks, Mexican-Americans, Indians the conference, Dr. Wiley criticized the spending of $850,000 for the meeting to debate whether or not people are hungry in America. There is a great deal of work ahead for NWRO and much of it will be done by dedicated people across the country. People, like Marie Darling, who give so willingly of their time to help others and to bring a better life to families barely existing in poverty. Middle class residents can help the organization by joining as “Friends” of the group for $6.00 a year. NWRO needs additional money to continue their fight for the _ poor. and poor whites. He gathered a list of the rights to which welfare receipients are legally entitled and another list detailing the flagrant abuse of many of these rights by state and local governments.
