Show Volume X Issue III THE OGDEN VALLEY NEWS Page 7 May 15, 2004 Huntsville Town Council Meeting Summaries March 18, 2004 An explanation ensured about a public hearing on a proposed Moderate Income Housing Plan for the town. Mayor McKay explained that in the last meeting, a public hearing was scheduled with regards to the town’s proposed Moderate Income Housing Plan. This is an item that the state, following Federal guidelines, is requiring each community to have. The town has a plan drafted for review. The town was waiting on whether to hold the public hearing to see whether the Governor of the state would sign Utah State Legislative Bill #111 that would change requirements of the Moderate Income Housing Plan. If signed by the governor, towns would be exempt from having such a plan. The Moderate Income Housing Plan was required in order for the town to apply for any federal Community Development Block Grant (CDBG) funds. There will be another report on this issue to determine whether or not the town needs to move forward with the adoption of the plan. Discussion on Capital Project Plan Mayor McKay explained that each year the town needs to submit to Weber County a list of the Capital Projects that are planned for each of the next five years. The Council has done his each year and it needs to be addressed again. The difference this year is that there needs to be comments addressing public works infrastructure, ADA improvements, economic development, tourism, community revitalization, and housing. Mayor McKay will be meeting with the Wasatch Front Regional Council this coming week to get more clarification on what they are looking for. It was decided by WACOG, that rather than having each community itself doing this full fledges plan that is quite challenging, each community would send their part of the plan into the County, who would then consolidate all the plans. This would save each community a lot of time and money. Update on Playground Area at Huntsville Park Council Member Songer reported that things are going really well with the planning the playground area. He has been fitting the playground equipment around the trees so that no trees will need to be removed. The design has been finalized and voted on by the Park Committee. The funds have already been appropriated for this venture. A grant from the Swanson Organization has been received in the amount of $15,000. Council Member Songer is hoping to be able to raise all the funs necessary to pay for the playground. Dan and Kay Kilgore have donated $1,000, Zion’s Bank has donated $20,000, and Bob Marcourte $500. The project is right on schedule. March was scheduled for fundraising and designing, April is scheduled for preparing the sight, and May is scheduled for the installation of the equipment. we are all looking forward to this year’s show. The Town Council approved the expenditure of funds to purchase fireworks and tubes for this year’s celebration. The Council is hoping to get donations for the fireworks, the past four years they have been paid for completely by donations. New Business The town has received a certified letter form the Utah Atheist’s group as a follow-up with their request for a policy change concerning the opening prayer part of each Town Council Meeting. They have requested copes of past Town Council Meetings and a copy of the Town’s new policy in regards to the opening prayer portion of the Council’s meeting agenda. April 1, 2004 Utah Power will be in the area doing tree and vegetation work around the power lines in the near future. They want to improve electrical reliability by trimming back or removing problem trees in the community. Residents will be notified in person or with a door notification explaining what type of work will be done. Homeowners will be consulted before any work takes place. The Council also approved the expenditure of funds to purchase a lap top computer for the Town’s J.P. Court. This will enable the Court Clerk to access the State System and look up driver’s licenses, warrants, and criminal histories during court hours. This will generate more revenue from warrants to the Town Court. It will allow warrants to be entered into the state’s system from Huntsville. The Council has set a date for it’s annual Spring Town Clean-up, it will be held on May 22, Council Member Songer will be in charge of heading up this activity. Watch for more information. Council Member Songer has been busy working on the new Playground Area in the North East corner of the Huntsville Park. The playground equipment has been ordered and will be delivered around the first of May. The old storage sheds will have a cement derivative toweled on the surface of the building and then Footprints of animals from all over the world, including Dinosaurs, will be pressed into it Donations for the playground area are being accepted by the Town, donations are tax deductible. Huntsville Town Landfill is now open on Saturdays, from 10:00 a.m. to 1:00 p.m. and on Thursdays, from 6:30 to 7:30 p.m. The Landfill accepts yard waste only. The Council approved expending funds for a new mower attachment for the small tractor to do along the sides of the roads and to mow around poles, and buildings. Council Member Truett is in charge of the 4th of July Celebration this year. He has been very busy putting together committees and making assignments to the wonderful people of our community. He is still in need of help in a few areas. Please consider helping for just a couple hours and make this year’s celebration the biggest and best yet. Huntsville Town’s website has been revised and updated to make it more user friendly. Lane Hoyt has been constructing the site and is doing a great job with it. There is a suggestion box on the site, if you would like to make comments to the Council, these will be read and addressed at Council meetings. The new website is huntsvilletown.com.
