Any FOREST SERVICE cont. on page 12 Secretary of State Colin L. Powell and Secretary of Education Rod Paige recently called for the celebration of International Education Week, which was held November 17 through November 21, 2003. International Education Week is a joint initiative of the U.S. Department of State and the U.S. Department of Education to promote programs that prepare Americans for a global environment, and to attract future leaders from abroad to study, learn, and exchange experiences in the United States. “It has become very clear that broadening our international understanding is critical.” says Secretary Paige. “This will mean renewed efforts to encourage the study of foreign languages and cultures, and to provide opportunities for all students to broaden their knowledge of the world.” Secretary Powell adds, “People-to-people diplomacy, created through international education and exchanges, is critical to our national interests. Americans who study abroad expand their global perspective and become more internationally engaged. Foreign students and individuals who participate in citizen exchanges return home with a greater knowledge of our democratic institutions, and America’s enduring values.” In observance of International Education Week, Nacel Open Door, a non-profit exchange placement organization, participated in promoting international education by holding foreign exchange assemblies at area schools. Assemblies were held to stimulate international awareness. Individual presentations were offered by a small handful of foreign exchange students residing in Utah this school year. Utah is currently the only state in the U.S. that charges tuition to foreign exchange students; the only exception being the “one to one” exchange which rarely occurs. Only a handful—about 20—foreign exchange students are in Utah public schools this year, compared with well over 300 per year in years past. For the future of our children— both their individual perceptions of the world and the world’s perception of the U.S.—foreign exchange is a large U.S. State Department and Department of Education initiative to improve our diplomatic relationships. Nearly 30,000 such students come to the U.S. each year. The J-1, 10 month Visa is a once in a lifetime opportunity for foreign students to attend U.S. public schools. U.S. State Department programs, such as Future Leader’s Exchange (FLEX), selects and supports1200 students each year from a pool of 50,000 former Soviet Union applicants who come to the U.S. on this Visa. The average family income in these countries is $2,400 annually. To pay Utah’s average annual tuition cost of $5,000 obviously closes the door to these students. It is our hope that Utah will once again open their doors to foreign exchange students in our public schools, as tuition prohibits students from these poorer nations to attend. Please contact your Utah representatives and ask them to support legislation to bring exchange students back into our public schools.
