Nordic Valley Project Denied By Cathy McKitrick After a two - hour public hearing, Weber County Commissioners voted 2 – 1 to deny a property owner’s request to rezone 17 acres to accommodate the proposed Lillehammer Village development. The development proposed by Ayla White includes 240 condominiums, retail shops, a golf pro shop, snack bar and a large restaurant around the Nordic Valley Golf Course. If approved, the zoning would have gone from one residence per three acres and open space to medium density units, 20 per acre and commercial resort and recreation use. The higher density requires a wastewater management other than a septic system. About nine acres of the 17-acre request is designated open space in the Valley’s master plan, with six of those acres part of the golf course. Liberty/Nordic Planning Commission had already denied the request, because the county had not yet established standards for recreational resort areas and their density. According to Kelly Grier, senior planner for the county, 22 e-mails and 85 phone calls opposing the rezone had been received, with one e-mail and one phone call in favor. Many Valley residents spoke against the development because of its magnitude, and urged White to scale it down. Greg Miller, a resident of Nordic Valley since 1982, said he spent seven of those years managing the ski resort and golf course. “Any resort facility should be scaled to fit the community, sports and recreation that already exist there. Scale it back to 30 – 40 condos and it might work,” Miller said. Residents raised concerns about traffic, water, sewer, mudslides, fire protection and preserving wildlife habitats. White was considering a wastewater treatment plant that would occupy a space of 100 by 200 feet. The resulting water could be used for irrigation purposes. Sources for culinary water were also discussed. Ogden resident Dan Early supported White’s plans. “I live in one of the worst parts of Ogden and like to escape to the Valley for recreation. This would provide something on the scale of Sundance or Midway that would keep us from losing our best people,” Early said. Nordic Valley resident Susan Smith feared what construction traffic would do to the roads in and out of the Valley. “Two hundred and forty condos might be the answer to his (Early’s) problem, but not to ours. We want our kids to be safe, and we live here because we love the quiet.” Smith said. White’s attorney, Todd Weiler, spoke on her behalf, urging the commission to follow the law and uphold her property rights. “A rezone would give her two years to get all her ducks in a row. Site plans would still have to be approved down the road,” Weiler said. In closing comments, Commissioner Ken Bischoff recommended redesigning the development and take out the proposal to rezone open space. Commissioner Camille Cain, who previously worked in resort development, said she saw no reason to rezone land designated as open space and felt no obligation to approve White’s request on the basis of property rights. “This project outpaces what’s compatible with the area,” Cain said. Commissioner Glen Burton agreed with Cain, saying it would be premature to make a decision to rezone before recreational zoning has been clearly defined in the master plan.
