Show Page 20 The OGDEN VALLEY NEWS Volume II, Issue V February 2000 Government/Planning News Huntsville Town Planning News By Sam Bellarosa The entire Huntsville Planning Commission meeting held on Thursday, January 20 was dedicated to an annexation petition submitted to the town to allow for the construction of a 90,000 square foot Commercial Center on Highway 39 south of the Chevron station and storage sheds. One member of the Huntsville Planning Commission (HPC) outlined three zoning options that Huntsville might consider: (1) Annex the property to the current (and only) Huntsville commercial zoning ordinance (C-1) which has minimal restrictions, or (2) create a new commercial zoning ordinance similar to the present Weber County CVR-1 zone, or (3) create some other commercial zoning ordinance that is consistent with the objectives of the Huntsville Master Plan. The developer Julee Bramson described the project in detail and emphasized the quality of the proposed development. There were numerous objections and concerns voiced by the HPC and the audience. These included: 1. Water Table and Septic - Many people have said that they have seen the property under water and do not believe that a septic system can function in that location. One member of the HPC stated that the health department has required “closed” septic systems (systems that have to be pumped out rather than ones that drain into a leach field) across the street from the proposed site. The developer claimed to have approvals from state and county organizations and said that was all that was required. 2. Traffic - The large size of the project implies that it is intended to be a “destination” commercial center that depends on customers coming into the Valley from outside, rather than from within Ogden Valley. This would add to the traffic in Ogden Canyon, which is already being stressed by the increasing population of Ogden Valley. 3. Annexation Requirements One person questioned if the property was adjacent to Huntsville, which is a requirement for Annexation. The developer responded by showing a map, which shows a small section of the property that is adjacent to Huntsville property if state Highway 39 is neglected. 4. Aesthetics - The HPC objected to the “Italian-Western” style that the developer was suggesting as well as the height of the structure (over 40 feet in several places). 5. Huntsville Ordinances - A citizen voiced a concern that Huntsville does not have adequate ordinances in place to control such a development. References to the bright lighting and the lack of landscaping on the East side of the Chevron were made to back up the claim. The HPC admitted that the members were frustrated with the lack of action of the Huntsville Town Council on adopting new ordinances and the Huntsville Master Plan. Eden Planning News On December 21, the Weber County Township Planning Commission took public comments regarding a petition by Lewis Homes Inc. asking Weber County to grant a Conditional Use Permit to allow overnight rentals within the Moose Hollow Condominium project located at approximately 3616 N. Wolf Creek Dr. in Eden. Total build-out of the project will be 252 units. Shanna Francis, representing the Eden Planning Committee, asked if approval of the Conditional Use would be consistent with the Master Plan. It was also suggested to allow only buildings one and two be used for overnight rental, thus maintaining the original integrity and intent of the development to provide low cost housing to the area . . . . . Project developer John Lewis, Wolf Creek developer Lowell Peterson, and Jesse Ogden, all residents of Eden, argued in favor of allowing the overnight rental of all the condominium units. The petition was granted by a unanimous vote by the Weber County Township Planning Commission. Ham Radio “Technician” Class There will be a Technician License Class starting January 27th 2000 at Weber State University Engineering and Technology Building Room 210 from 7-8:30 or 9 P.M.
