UDOT Region One Road Construction Report: Ogden Canyon to close October 31 Weber County Updates Tax Notices Weber County Treasurer John Bond recently explained some of the differences that can now be found in this year’s tax notices. The following is some helpful information that he compiled for our readers. Interestingly, taxpayers have asked us to update the county’s tax notice, so we have gathered their various questions and tried to provide a refreshed notice that more easily and clearly communicates tax information. Taxpayers asked, Can you make the tax notice: 1. Easier to read? 2. More informative about where taxes go and how to contact the different taxing entities? 3. Provide more detail in comparing this year’s and last year’s taxes? 4. Easier to know how to pay? We hope we have successfully addressed these core questions with the new 2019 tax notice format. It may be interesting for your readers to know that, here at the county, we are introducing electronic valuation notices and tax notices, called ‘eNotices.’ There is an invitation to each taxpayer on the top-right of their notice to sign up and ‘Go Paperless.’ These instructions will also be inserted into the tax notice envelope this year. With our advertising, we are hoping to encourage at least 10% of our taxpayers to receive their Weber County valuation and tax notices, as well as pay taxes, electronically. This year will be the first time taxpayers will have been able to receive an electronic tax notice. Wolf Creek Water Impact Fees Don’t Affect Monthly Water Bills By Miranda Menzies, Chair Wolf Creek District This is a follow-up to the previous article on water impact fees. 1. Impact fees are charged to new lots or homes, when the lot is platted or they connect to a water system. After that, the property owner just sees the regular monthly or annual fees/ assessments for culinary and secondary water. 2. The purpose of the impact fee is to pay for the infrastructure needed for growth. For example, increasing the size of pipes, or the drilling of a new well. 3. To establish an impact fee for water service, usually the water company has a formal study performed by an engineer and a financial consultant. 4. A separate connection fee covers expenses like meter installation and inspections. 5. Changes in impact fees or connection charges do not affect the monthly water bills of existing customers. Correct pricing of impact fees charged to developers keeps your water bills low. Impact/connection fees are of similar magnitude at each of the northern Ogden Valley water companies. These fees are developed by each water company individually, following the requirements of the Utah Impact Fees Act. IMPACT FEES cont. on page 11 The Utah Department of Transportation (UDOT) advises motorists of the following road construction and maintenance activities that may cause traffic impacts. Weber County: Ogden Canyon - Weather permitting, crews will CLOSE Ogden Canyon, to paint striping, Thursday, October 31 between the hours of 1:00 and 3:00 p.m. No traffic will be permitted in or out until the project is complete. Use alternate routes such as I-84 and SR-167, the Trappers Loop Highway. South Ogden - Improvements on US-89 in South Ogden, at the Harrison Blvd. (SR203) intersection, include construction of an additional free-right turn movement from westbound US-89 to northbound Harrison Blvd., and widening on Harrison Blvd. between US-89 and Combe Road. Davis County: Layton - Construction is ongoing on the I-15 Davis-Weber Express Lanes project with lane shifts and nightly lane restrictions throughout the project limits. Bridge construction is progressing at Church Street, 700 S., 5600 S., and 650 N. Median work throughout the project, which is occurring during daytime and nighttime hours, includes paving, excavation, overhead sign construction and installation of storm drains. Drivers should use caution and be mindful UDOT REPORT cont. on page 12 Ladies Shatter Huntsville Marathon Course Records Cool temps and clear skies led to perfect conditions for record-setting times at the 8th-annual Huntsville Marathon held September 21. In the Half Marathon, former University of Utah standout Grayson Murphy, aka Racin’ Grayson, shattered Sylvia Bedford’s 2017 record of 1:17:17 by five minutes with an incredible time of 1:12:23, Murphy’s personal record. Incidentally, 2017 Half Marathon winner Bedford won the 2019 St. George Full Marathon two weeks later. In the Full Marathon, aka The Full Monte, Ashley Paulson of St. George crossed the finish line at 2:37:31, winning the marathon while breaking the course record of 2:44:27—previously set in 2017 by Sara Sellers. Sellers, a former Weber State University Runner and Ogden native, made national news in 2018 when she placed second in the iconic Boston Marathon as an unknown runner who had only ran in one other marathon, The Huntsville Marathon, a few months earlier. On the men’s side, Ben VanBeekum became the first back-to-back winner of the full marathon with a time of 2:25:23. Ben has close ties to Huntsville, as his father, Ron VanBeekum, is a Huntsville native whose childhood home is just two blocks from the finish line. She is recovering from a recent bout of breast cancer. Regen says she would like every woman to learn how to do a monthly breast self-exam, and urges all women over the age of 40 to get an annual mammogram. She advises, “Definitely do not let this go!
