CIVIL SERVICE REPORT part ci pation in pol tics goes on as in the olden days washington the annual report of the united states civil service corn mission issued wednesday states that there Is still too great a disposition on the part of persons in the classified service to participate in poll tics in spite of the executive orders issued fro to time the senti ment in favor of the merit system is steadily growing the commission says not only in congress but also among the states four of which have adopted civil service laws the commission held during the ear examinations and a total 0 persons passed and 41 were appointed a decrease of exam ined and 1184 appointed from 40 to 60 per cent of the highest eligible de dined appointment on account of the low salaries offered by the bovein ment
